AI Contract Overview
The National Oceanic and Atmospheric Administration’s Acquisition and Grants Office, Eastern Acquisition Division-Kansas City, intends to award a sole-source purchase order to Peerless-Winsmith, Inc. for replacement K1 and K2 Gearbox Kits to support NEXRAD radar maintenance at the National Logistics Support Center in Grandview, Missouri. This procurement is justified under FAR 6.103-1 because Peerless-Winsmith, Inc. is the original equipment manufacturer and the only qualified entity capable of supplying these proprietary gearbox components, which are essential to maintaining the reliability and precision of the NEXRAD system. Without this vendor, operational delays would increase, leading to prolonged radar downtime and jeopardizing the accuracy of weather data critical to the National Weather Service, the Federal Aviation Administration, and the Department of Defense for public safety missions, including timely severe weather alerts and warnings. Market research was deemed inapplicable due to the proprietary nature and strict qualification requirements of the gearbox assemblies, which must meet National Weather Service standards. Peerless-Winsmith, Inc. has been previously qualified for part numbers 651229-124 and 651229-41 and is the sole assembler of these kits tied directly to the NEXRAD Gearbox Assembly. Substituting another supplier would require extensive and resource-intensive qualification testing by the NEXRAD Retrofit Management Team, which is not feasible given current constraints. This presolicitation notice does not solicit competitive bids, but allows other firms 15 days from the posting date to submit documentation proving they can meet the government’s requirements, solely for evaluation regarding potential competitive action. The contracting specialist, Nikki Smith, can be contacted for additional information, and no oral communications will be accepted. The opportunity is identified under NAICS code 334290, with a response deadline of August 12, 2026, and is managed from Norfolk, Virginia.

Full Description
The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a purchase order, on a sole source basis, under authority of RFO FAR 6.103-1, with Peerless-Winsmith, Inc. for replacement Gearbox Kits in support of the NEXRAD maintenance at the National Logistics Support Center in Grandview, MO.
The sole source determination is based on NOAA’s Sole Source Justification. The Original Equipment Manufacturer (OEM), PEERLESS-WINSMITH, INC. of Springville, NY, is the sole source capable of delivering the identified K1 and K2 Gearbox Kits for the NWS NEXRAD program. Without this source the NWS risks compromising reliability and leading to inconsistent or missing radar data critical for NWS, FAA and DOD operations, and public safety. Maintenance delays would increase, prolonging downtime and reducing weather monitoring capabilities. This would directly impact public safety, as accurate radar data is essential for NWS, FAA and DOD tri-agency missions to protect life and property through accurate weather alerts and warnings.
Due to the proprietary nature of these products, market research was deemed to be not applicable. Spares for the component of the NEXRAD K1 and K2 Gearbox Kits have to meet the qualification standards of the NWS to be considered for purchase. This vendor, WINSMITH, meets the qualification standards based on past performance of part numbers 651229-124 and 651229-41. Furthermore, WINSMITH, is the only company qualified to assemble the K1 and K2 Gearbox Kits, closely associated with the NEXRAD Gearbox Assembly. If another company were to be considered this would require NWS qualification testing and acceptance. This process is unacceptable at current time because it would require significant funding and labor resources of the NWS NEXRAD Retrofit Management Team.

A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this presolicitation notice.
