The U.S. National Oceanic and Atmospheric Administration’s Northwest Fisheries Science Center is soliciting quotes for two specialized laboratory instruments: the Mettler Toledo XPR3 Ultramicro Balance and the Mettler Toledo Titrator Compact G20S Rondolino with accessories, to support scientific research on salmon, sablefish, and shellfish related to ocean acidification and hatchery science. This is a full small business set-aside under NAICS code 334516 with a size standard of 1,000 employees, and the contract will be awarded as a single firm-fixed-price purchase order on an all-or-none basis with Net 30 payment terms. The request includes five distinct line items: the titrator and its associated reagent pump, rinse unit, and rinse tube; the ultramicro balance with a one-year warranty; delivery and installation services including white glove handling, uncrating, calibration, and technician training; an extended one-year warranty for the balance; and shipping and handling with reimbursement limited to documented freight costs exceeding $100. All items must be delivered within 90 days of award to the Seattle, WA facility, with warranty periods beginning on the date of award regardless of actual delivery timing. The solicitation explicitly excludes Buy American requirements due to a determination that these Mettler Toledo products are not available in sufficient quality or quantity domestically. Vendors must submit quotes electronically by 5:00 PM Eastern Daylight Time on August 11, 2026, using either the SF18 form or company letterhead, including unit prices, warranty costs, and shipping fees. A site visit to the Seattle facility is strongly recommended but not mandatory, and failure to visit will not support post-award claims. Quotes must be sent to the designated email, and vendors are solely responsible for confirming receipt. The contracting office advises that certain SAM representations are not applicable to this procurement and will not influence award decisions, per NOAA deviation guidelines.

6515--Research Equip (LAMb) - Medium Steam Sterilizer - BOISE | EDA: 9/25/26
Solicitation # 36C24E26Q0086
The Department of Veterans Affairs, Boise VA Medical Center, plans to procure a Steris Autoclave Unit with AMSCO 600LS Medium Steam Sterilizer on a sole source basis under FAR 6.302-1 due to its unique integrated steam generator, which is not available in competing models. This feature ensures a reliable and independent steam supply, critical for consistent sterilization cycles and minimizing operational downtime unrelated to building infrastructure limitations. The unit’s chamber dimensions are specifically suited to accommodate up to four caging systems simultaneously, significantly enhancing workflow efficiency compared to other available alternatives, and its compatibility with existing caging setups makes it the only viable option for current operations. This notice of intent is not an invitation for competitive bids, but responsible sources may submit capability statements by August 7th, 7 AM EST to Stacy Taylor at Stacy.Taylor@va.gov, with no telephone inquiries accepted. The government retains full discretion to proceed without competition based on responses received. The solicitation number is 36C24E26Q0086, with a NAICS code of 334516, and the procurement is managed by the RPO East office under the Department of Veterans Affairs, with the point of contact listed as Lynn M Portman.

6640-- QUANTStudio 5 Real Time PCR system
Solicitation # 36C24626Q0805
The Department of Veterans Affairs, through VISN 6 Network Contracting Office 6, is conducting market research under a Sources Sought notice to determine commercial availability and contractor capabilities for the acquisition of two Applied Biosystems QuantStudio 5 Real-Time PCR Systems, along with annual preventative maintenance and quality assurance services, to replace existing 7500 Fast Dx instruments. This is not a solicitation and no binding contract will result from responses; the purpose is solely to assess market capacity, identify qualified sources—including small businesses registered in the SBA’s Dynamic Small Business Search—and inform future procurement decisions. The requirement is strict: only the original Applied Biosystems QuantStudio 5 system will be accepted, with no substitutions or equivalents permitted, due to the need for compatibility with existing validated workflows, reagents, software, and laboratory procedures. The contract includes trade-in of the current instrument, full installation, training, warranty, and compliance with all manufacturer specifications. Responses must detail the company’s SAM registration, SBA small business status, relevant certifications, and a capabilities statement confirming the ability to meet all technical and service requirements, including proper calibration, performance verification using RNase P plates, system diagnostics, computer maintenance, and timely submission of service documentation within one hour of completion. The NAICS code is 334516 with a size standard of 1,000 employees, and responses will inform potential set-asides under 38 U.S.C. 8127 and 8128 for Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses if the rule of two is satisfied. All submissions must be emailed to Krisanne Dernago by August 12, 2026, at 10:00 a.m. EST, and failure to register in SAM or the SBA DSBS database will disqualify consideration. The Government reserves the right to modify the Performance Work Statement and will only issue a formal solicitation if market research indicates sufficient competition and suitability.

Solicitation # 36C25726Q0816
The Department of Veterans Affairs is seeking to procure one Applied Biosystems QuantStudio 7 Pro Real-Time PCR System or an equally capable alternative through a firm-fixed-price contract under commercial acquisition procedures. The equipment will be delivered and installed at the Central Texas Veterans Health Care System in Temple, Texas, to support advanced molecular research aimed at understanding biological differences between Veteran and civilian populations, with a focus on personalized medicine. The contract includes a base period for delivery, installation, and on-site training, followed by four optional one-year periods for annual preventive maintenance services, potentially extending the contract to five years total. This acquisition is unrestricted and open to all responsible sources, with no set-aside for small, veteran-owned, or other socioeconomic categories, following a market research determination that a reasonable expectation does not exist for two or more qualified Veteran-Owned Small Businesses to submit competitive offers at a fair price. The procurement follows FAR Part 12 commercial item procedures and incorporates applicable VA Acquisition Regulation deviations and RFO FAR guidance. Evaluation will be based on best-value or lowest-price technically acceptable criteria, with technical acceptability assessed against the prescribed salient characteristics. NOTICE OF INTENT TO SOLE SOURCE: Two (2) 780 nanometer (nm) Tapered Amplifier Laser Systems
Solicitation # W911QX26QA184
The U.S. Department of Defense, through the Office of W6QK Acc-Apg Adelphi in Adelphi, Maryland, has issued a notice of intent to sole source the procurement of two 780 nanometer tapered amplifier laser systems under solicitation number W911QX26QA184. This action is classified as a combined action with no set-aside, indicating that the procurement is open to all eligible contractors without preference for small businesses or other designated categories. The North American Industry Classification System code 334516 identifies this as a transaction involving semiconductor and related device manufacturing, aligning with the specialized nature of the requested laser systems. The requirement is critical to mission-critical operations supported at the Adelphi location, where the systems will be deployed and utilized. The notice was posted on August 4, 2026, with a response deadline of August 11, 2026, at 3:30 PM Eastern Time, allowing only a one-week window for potential vendors to submit proposals or express interest. The sole source justification implies that only one vendor possesses the unique technical capability or proprietary technology necessary to meet the precise specifications of the 780 nm tapered amplifier laser systems, likely due to performance, compatibility, or intellectual property constraints. Primary point of contact for inquiries is William Nuamah, reachable via phone at 520-672-9609 or email at william.nuamah.civ@army.mil, and all official correspondence must comply with the SAM.gov portal requirements under the provided UI link. Failure to respond within the deadline may result in the procurement being restructured or delayed.

Payment will be processed electronically through the U.S. Treasury’s Invoice Processing Platform, and contract administration will be managed via FedConnect®. The contractor must ensure all personnel clearly identify themselves as contractor employees in all communications with NOAA staff and adhere to strict non-personal services provisions, prohibiting any employer-employee relationship. Security provisions prohibit access to government IT systems, and the contractor must comply with prohibitions on human trafficking and service contract labor standards. Acceptance of services occurs at the Kihei campus, and all materials must be new, defect-free, and recently manufactured.

Metasys Building Automation System (BAS) for FKNMS
Solicitation # 141014-26-0017
The National Oceanic and Atmospheric Administration’s Eastern Acquisition Division in Norfolk intends to award a sole source purchase order to Johnson Controls for the upgrade and replacement of its Metasys commercial HVAC Building Automation System at 31-35 East Quay Rd, Key West, Florida. This procurement is conducted under FAR 6.103-1 authority due to the exclusive nature of the Metasys system, which is manufactured and distributed only by Johnson Controls and is essential for integration with NOAA’s existing enterprise BAS infrastructure. Non-Metasys components are incompatible and cannot be modified to meet interoperability requirements, making a brand name or equal specification unfeasible. The system’s continued operation, expansion, and compliance with FICAM standards depend entirely on authentic Metasys parts, and no alternative vendor can fulfill these technical and security requirements. Delivery is required within 180 days of contract award, and the procurement carries a NAICS code of 334512 with no set-aside designation. This presolicitation notice does not constitute a request for competitive proposals, and no solicitation package is available. Interested parties may submit substantiating documentation or requests for additional information in writing to Chelsea Vera at chelsea.vera@noaa.gov within 15 days of publication, but responses will be evaluated solely to determine whether competition is viable—a decision resting entirely with the government. Oral communications are not accepted, and the solicitation number is 141014-26-0017, posted on August 4, 2026, with a response deadline of August 19, 2026.

Elsevier ScienceDirect Subscription and Open Access Publishing
Solicitation # REQUIREMENTS-25-3420-Pre-Sol
The U.S. National Oceanic and Atmospheric Administration (NOAA) is seeking to establish a sole-source contract with Elsevier B.V. for a subscription to its ScienceDirect platform, providing NOAA-wide online access to 33 peer-reviewed scientific journals and the Freedom Collection, as well as select monographic series titles for designated library locations. This subscription is critical to supporting NOAA’s research activities, as these publications are only available through Elsevier and are essential to the work conducted across NOAA’s 16 library network and facilities without on-site servicing libraries. The contract, to be awarded under 41 U.S.C. 1901, will have a 12-month base period followed by four additional 12-month option periods, with coverage spanning January 1 through December 31 each year, beginning in 2027, and is authorized for up to $9 million using SAP funding. The North American Industry Classification System code is 513120 and the Product and Service Code is 7630, with no set-aside for small businesses intended. The primary point of contact for this requirement is Angela Royster, Contracting Officer, with Julia L. Hamilton listed as a secondary contact. The solicitation number is REQUIREMENTS-25-3420-Pre-Sol, posted on August 4, 2026, with responses due by August 19, 2026. While this is a pre-solicitation notice and not a formal request for competitive bids, interested parties are invited to submit written notification of their capability to fulfill the requirement, which the Government will consider in determining whether to pursue a competitive procurement. The contract will be managed under the Department of Commerce, with the overseeing office located in Seattle, Washington, and performance expected to be delivered electronically for access across NOAA’s nationwide operations.
