The Massachusetts Trial Court, through the Office of Court Management, Facilities Management & Capital Planning, is soliciting bids for statewide preventive maintenance, inspection, operational testing, load-bank testing, repair, and emergency services for standby generators, automatic transfer switches, and uninterruptible power supply systems. The contract is structured into five independent regional award groups, with each region being awarded to the lowest responsible and eligible bidder. The initial performance period is 32 months, running from November 1, 2026, to June 30, 2029, with two optional one-year renewals available through June 30, 2031. Bidders must submit their response packages electronically via the COMMBUYS portal by September 30, 2026, including a bid deposit of at least 5 percent of the greatest possible bid amount per region. Award evaluation is based on bid responsiveness, eligibility, and the lowest evaluated regional price, with a requirement that contractors demonstrate the capacity to perform in multiple regions simultaneously if awarded more than one. Contractors must adhere to NFPA 70B, the Massachusetts Comprehensive Fire Safety Code, and the Massachusetts Electrical Code, and are required to provide detailed electronic service reports as a condition of payment. Payments are processed via Electronic Funds Transfer through the Comptroller's system, typically 45 days from invoice receipt.

The National Institutes of Health, through its Office of Acquisitions, intends to award a sole-source service contract to Carl Zeiss Microscopy, LLC, for the original equipment manufacturer preventative maintenance and emergency repair of a Zeiss 880 Airyscan Confocal Microscope located at the NIH campus in Bethesda, Maryland. This acquisition is conducted under Federal Acquisition Regulation Part 12 for commercial services and Subpart 13.106-1(b)(1), which permits single-source procurement when only one vendor is reasonably available due to the technical specificity and proprietary nature of the equipment. The microscope is a critical instrument used by researchers in the National Institute of Dental and Craniofacial Research’s Intramural Research Program to perform high-resolution imaging of fluorescently labeled proteins and reporter constructs in both live and fixed tissues, essential for studying molecular mechanisms underlying craniofacial development, cell biology, immunology, sensory function, and skeletal disease. Maintaining the instrument at its manufacturer-specified performance limits is vital to ensure consistent, reliable operation and prevent costly downtime or irreversible damage that could disrupt ongoing scientific investigations. The contract requires the vendor to provide timely, expert-level service to restore full functionality following any failure, ensuring minimal disruption to research activities. The period of performance is set for twelve months following award, with all work to be performed on-site at the NIH facility in Bethesda. No competitive evaluation process is conducted, as the procurement is justified solely on the basis of the OEM’s unique technical expertise and the absence of alternative service providers capable of meeting the instrument’s precision requirements. Submission of a capability statement is required by April 30, 2026, via email to designated NIH contracting specialists, and prospective vendors must maintain active registration in SAM.gov. The contract does not include detailed pricing, clause provisions, packaging requirements, or socioeconomic set-asides, consistent with its classification as a commercial service under streamlined acquisition procedures. The contracting office is located in Bethesda, Maryland, and no options, key personnel restrictions, security clearances, or additional clauses are specified, reflecting the focused and narrowly defined scope of OEM maintenance services.

This contract action is for the acquisition of commercial services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Subpart 13.106‑1(b)(1), which permits soliciting from a single source when the circumstances of the acquisition deem only one source reasonably available.

The National Institute of Health (NIH), Office of Acquisitions (OA) intends to award a single‑source purchase order to Carl Zeiss Microscopy, LLC, One North Broadway, White Plains, NY 10601‑2310.

Research in the National Institute of Dental and Craniofacial Research (NIDCR) Intramural Research Program (IRP) revolves around five main research areas: Craniofacial Developmental, Cell and Matrix Biology; Epithelial and Salivary Gland Biology and Dysfunction; Immunology and Inflammation; Sensory Biology; and Skeletal Biology. Within these research areas, the scientists are tasked with elucidating the molecular mechanisms that underlie a plethora of biological processes as they relate to both basic research and disease manifestations in a clinical setting.

One of the main scientific approaches used by researchers in the NIDCR is the imaging and analysis of fluorescently labeled proteins and reporter constructs in both fixed and living tissues and organs. The Zeiss 880 confocal microscope with Airyscan superresolution module is used by our researchers for high temporal and spatial resolution imaging of fluorescent samples. Due to the high sensitivity and precise nature of the microscope it is essential that the Zeiss 880 Airyscan microscope be maintained at its achievable specification limits at all times.

This service contract is required for Original Equipment Manufacturer (OEM) preventative maintenance and to assure that if a malfunction or component failure occurs on the system, the microscope will be repaired and restored to its original operating capabilities with limited downtime. Failure to maintain an active service contract on the system could result in substantial repair costs and decreased functionality of an essential piece of equipment used by the researchers.
