The contract will follow the Federal Acquisition Regulation Part 12 for acquiring commercial products and services, and simplified acquisition procedures will be applied. This script must also process Sensor Independent Complex Data from commercial satellite missions managed through the National Reconnaissance Office and tasked by the Civil Applications Committee. The notice serves to comply with FAR Subpart 5.203 and is not a solicitation for competitive bids; however, interested parties may submit capability statements by June 18, 2026, for consideration. No formal solicitation will be issued, and the government retains sole discretion in deciding whether to proceed with competition based on responses. The U.S. Army Corps of Engineers, Portland District, plans to award a firm-fixed price contract to SoftPLC Corp for software publishing services under NAICS code 513210. This procurement will be conducted as a sole source action due to the specialized nature of the supplies or services required, which are available from only one responsible source capable of meeting the government's specific quality standards. The contract's response deadline is May 14, 2026, and no formal solicitation will be published. Instead, the government is seeking capability statements from other interested parties who can demonstrate they possess the ability to meet the contract requirements. However, responses must be written, and oral communications are not allowed. Interested parties must submit detailed capability statements, including contact information, CAGE code, and SAM UEI number if available, with an indication of small business status if applicable. The government will evaluate submissions based on the ability to provide required components with original warranties, support, and terms. All responses should be emailed by the deadline to the designated contacts at the Portland District, and the Army Corps reserves the right to proceed without competition if no compelling responses are received. Phone inquiries are discouraged, and the contract will be awarded without further notice if no alternative capable sources are identified.
