MJU-76/B Flare, Countermeasure
Solicitation # FA821326RB005-Solicitation
The Department of the Air Force is establishing a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) for the production of MJU-76/B Thrusted Countermeasure Flares for the U.S. Government and Foreign Military Sales. This firm-fixed-price requirement features a five-year ordering period with a sixth-year option. The acquisition is anticipated to be other than full and open competition with limited sources. Due to the nature of the material, all offerors must possess a valid U.S. security clearance of Secret or higher and comply with the National Industrial Security Program Operating Manual. The government intends to award Basic IDIQ contracts to all qualified offerors who are determined responsible and rated acceptable on non-price technical factors. While the Basic IDIQ is unpriced, the first delivery order is anticipated as a buy-to-budget acquisition with an affordability cap ranging between approximately 9.4 million and 11.8 million dollars. Subsequent delivery orders will be awarded using a tradeoff methodology evaluating price and past performance, with CPARS ratings directly impacting the percentage of award splits. Contractors must adhere to stringent quality and safety standards, including ISO 9001-2015 and specific ammunition and explosives safety surveys. Key deliverables include the production units, Ammunition Data Cards via the WARP system, and First Article Testing of 250 units. Delivery timelines vary by price band, ranging from 12 to 24 months after receipt of order or first article approval. All shipments must comply with detailed hazardous material packaging and marking requirements, including MIL-STD-129 and MIL-STD-2073-1.

Request for Information - Energetics Center of Excellence
Solicitation # W519TC-26-R-0019
Army Contracting Command-Rock Island, acting for the Portfolio Acquisition Executive Agile Sustainment and Ammunition and Project Lead Joint Services, is conducting market research to establish an Energetics Center of Excellence at the Blue Grass Army Depot in Richmond, Kentucky. The initiative seeks to address critical vulnerabilities in the Department of War energetics ecosystem, including aging infrastructure, fragile supply chains, and limited domestic capacity for explosives like RDX and HMX. The government is interested in transformative, commercially sustainable solutions delivered through a Public-Private Partnership that can scale rapidly during surge requirements without relying on recurring government funding for steady-state operations. Desired capabilities include onshoring production of precursors and components, implementing flexible and automated manufacturing, and accelerating the transition of next-generation formulations from lab to full-rate production. All physical infrastructure must be located at the Blue Grass Army Depot and must align with existing Army networks. The government is targeting a rapid implementation schedule of 48 months or less for full project transition and commissioning. While this is currently a Request for Information for market research, the government has indicated a potential intent to award a non-competitive, sole-source Undefinitized Contract Action with a Firm-Fixed-Price ceiling. Responses are due by November 2, 2026, and must include a technical approach, a Rough Order of Magnitude cost estimate, and a sustainable business model.

Full Description

This is a Request for Information (RFI) by the Department of Homeland Security (DHS) Science & Technology Directorate (S&T) regarding Non-Detonable Canine Training Aids (TAs). The mission of DHS S&T is to perform Research and Development (R&D) for its Components to include Transportation Security Administration (TSA). The mission of the TSA is to protect the nation's transportation system to ensure freedom of movement for people and commerce. To achieve its mission, TSA must ensure that its security screening checkpoints are both effective and efficient. The critical aspect of checkpoint screening is ensuring that all individuals seeking entry to the airport sterile area are screened for person-borne threats to aviation. TSA is continuously evaluating detection methodologies and has identified canine detection of explosives as an important component of threat detection. An essential component of canine detection is regular training with the materials canines are tasked with detecting and, preferably, in the location where the canines work. Because of the locations where TSA detection canines are deployed, using bulk quantities of explosives is not feasible. Therefore, TSA is interested in TAs. The DHS S&T Detection Canine Program is conducting market research to determine if there are vendors capable of providing TAs that meet DHS requirements. This RFI is issued solely for market research, information, and planning purposes; it does not constitute a Request for Proposal (RFP) or any commitment or intent to issue an RFP or Broad Agency Announcement (BAA). The RFI does not commit the DHS to contract for any supply or service. DHS is not seeking proposals at this time. Responders are advised that the DHS will not pay any costs incurred in response to this RFI. All costs associated with responding to the RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. The information provided in this RFI is subject to change and is not binding on DHS. All submissions become the property of DHS and will not be returned.

Recoverable Small Unmanned Aircraft Systems for Frontline Operational Awareness and Surveillance Missions
Solicitation # 70RSAT26RFI000030
The Department of Homeland Security, through the Drone Development Program, is conducting market research via Request for Information 70RSAT26RFI000030 to identify recoverable, reusable, lightweight, and rapidly deployable small unmanned aircraft systems. These multirotor systems are intended to support a wide range of frontline missions, including surveillance, search and rescue, incident response, perimeter security, disaster assessment, maritime awareness, and law enforcement support. Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at [email hidden].
