AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source, firm-fixed price purchase order to Valinor Labs for non-personal services to continue development and enhancement of the proprietary COMPASS C++ program, which simulates the survival and passage of juvenile and adult salmon and steelhead through the Columbia River hydropower system. The work includes developing a graphical user interface, completing the adult passage module, expanding model capabilities to include tributary travel time and survival dynamics, and optimizing code for improved speed and efficiency. This procurement is authorized under FAR 12.102(a) and 41 U.S.C. 1901 due to Valinor Labs’ unique and irreplaceable expertise with the COMPASS model, as no other entity possesses the proprietary knowledge or historical development background necessary to maintain or extend the system without unacceptable risk of failure or rework. No competitive process is planned, and the contract will not be set aside for small businesses or other socioeconomic categories. The period of performance spans three years beginning October 1, 2026, through September 30, 2029, with two optional one-year periods for additional enhancements, including extension to the Columbia River estuary and modeling of fall Chinook salmon life history. Deliverables will be issued incrementally and invoiced upon completion, with payment terms set at net 30 days. Performance is required to occur in Seattle, Washington, at NOAA’s Western Acquisition Division facility, and acceptance will be determined by NOAA’s technical representatives based on compliance with internal specifications and functionality rather than external standards. The contract requires a senior C++ programmer with over three decades of experience and direct involvement in the original development of COMPASS, making the contractor’s personnel non-replaceable. There are no security clearance requirements, packaging specifications, or formal evaluation factors outlined, as the award is based exclusively on sole-source justification. Responses to this presolicitation notice are due by June 3, 2026, and must be submitted in writing to the designated contracting specialists; no oral communications will be considered. The estimated contract value is not specified in the documentation, and no line-item pricing or financial data is provided.
