The National Oceanic and Atmospheric Administration (NOAA) is planning to award a firm-fixed price purchase order, on a sole source basis, to Valinor Labs for non-personal services involving the development and modification of a specialized C++ program that models the impact of dam and reservoir operations on juvenile salmon and steelhead survival and passage in the Columbia River hydropower system. Key tasks include completing the graphic user interface, finalizing the adult passage module, expanding the model to cover travel time and survival in tributaries, and enhancing the program's speed and efficiency. This work requires an experienced C++ programmer with knowledge of fish ecology to support NOAA’s efforts in advancing ecological predictions. The contract is categorized under NAICS code 513210 and will be managed by NOAA’s Western Acquisition Division in Seattle, Washington. While this is not a solicitation for competitive proposals, interested firms may submit documentation or requests for further information by June 3, 2026. NOAA retains the discretion to decide whether to open the procurement competitively based on these responses. The anticipated award date for this contract is around June 2026. Points of contact for this procurement are Grace LaPierre, Contract Specialist, and Charles Kendall, Contracting Officer, both based in Seattle, WA.
