The Naval Air Systems Command (NAVAIR) plans to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office to develop and integrate new utility outlets—one DC and one AC—for powering the Rapid Ground Refueling (RGR) Forward Area Refueling Equipment (FARE) on the V-22 Osprey aircraft. This contract involves non-recurring engineering and retrofit kits necessary to accommodate the new RGR-capable MATS tanks, which use the FARE kit to fuel other vehicles. Since the pump package in the FARE kit requires power sources not currently available on the V-22, these modifications are essential for the operational integration of the equipment. Bell-Boeing, as the sole designer, developer, and producer of the V-22 Tiltrotor, holds unique expertise and proprietary technical data critical to this effort, justifying the non-competitive nature of this procurement. The work is expected to be performed in Amarillo, Texas, and subcontracting opportunities may be available through Bell-Boeing. For further information or coordination, contact details for NAVAIR contract specialists are provided. This effort supports enhancing the functionality and mission capability of the V-22 by enabling effective rapid ground refueling operations.

Full Description

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. The order will provide for non-recurring engineering and retrofit kits for the development and integration of utility outlets one DC and one AC to power the Rapid Ground Refueling (RGR) Forward Area Refueling Equipment (FARE) on V-22 Osprey Aircraft. The customer designed and procured new RGR (rapid ground refueling) capable MATS tanks. The new tanks make use of a FARE (forward area refueling equipment) kit to offload fuel to other vehicles. This FARE kit contains a pump package that requires A/C and DC power currently not available on the V22. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft. Subcontracting opportunities may be available and should be sought with Bell-Boeing at the following address: Bell-Boeing, 401 Tiltrotor Drive, Amarillo, TX 79111-1200. See Note 22.
