Full Description
The Technology Application Program Office (TAPO) is conducting market research to identify potential vendors capable of providing this requirement. This is a Sources Sought Notice issued in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.103-170 and does not constitute a Request for Proposal (RFP), nor does it obligate the Government to issue a solicitation or award a contract. The Government does not intend to award a contract based on this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary; it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence the Government’s acquisition strategy. All interested parties will be required to respond separately to any solicitations posted because of this sources sought notice.
The Technology Applications Contracting Office anticipates contracting on a sole source basis with Parker-Lord for the non-recurring engineering support, development of trade studies for modification of the existing IVCS system installed on the H-47 Chinook, including integration and flight testing, full-scale production and comprehensive support. Parker-Lord is the prime developer of the IVCS system and is the sole owner of the technical data that is critical to the success of these requirements.
Specifically, we are seeking vendors with demonstrated experience in:
- Improved Vibration Control System Trade Study Support: Using accelerometer data from flight tests to refine and iterate the exciting vibration damping models in multiple flight regimes for the MH-47.
- System Design & Production: Design and manufacturing modifications to the Contractor proprietary IVCS system hardware and software to meet specified requirements.
- Legacy IVCS Upgrade: Ability to provision and install instructions and software updates to bring Legacy proprietary IVCS systems to an upgraded configuration.
- Program Management: Oversight and integration of all program elements, including logistics, documentation, performance reporting, budget management, risk management, and schedule adherence.
- Sustainment Services: Configuration and obsolescence management, documentation, engineering services, fielding, and integration and technical support to ensure operational readiness.

Response Requested: Interested parties are invited to submit a statement of interest on sources’ letterhead demonstrating the source’s qualifications to perform the defined work. The Government does not have a complete data package or data rights. Responses shall not exceed 10 pages in length and must be complete and sufficiently detailed to address this specific information.
