The contract seeks to establish storage and potential distribution services for the Northeast Home Heating Oil Reserve (NEHHOR), which holds 1,000,000 barrels of Ultra Low Sulfur Distillate (ULSD) heating oil for emergency winter supply shortages. Managed by the Defense Logistics Agency-Energy on behalf of the Department of Energy, the requirement is divided into three separate contracts corresponding to geographic regions: 300,000 barrels in New York Harbor, 400,000 barrels in New England harbor, and 300,000 barrels in the coastal areas of Connecticut and Rhode Island. Each contract involves Contractor-Owned, Contractor-Operated (COCO) storage operations, focusing on the receipt, safe storage, and shipping of government-owned ULSD, without trucking or unrelated services. The contract is set to begin on October 1, 2015, following a one-month phase-in period in September to allow for transition of the reserve. Initially awarded for one year, it includes three one-year option periods. The selection will follow a Lowest Price Technically Acceptable evaluation procedure to ensure cost efficiency while meeting performance requirements. The contractor must ensure continuous availability and reliability of the storage facilities throughout the contract period, strictly adhering to the Performance Work Statement's specifications to support DOE's emergency heating oil reserves.
