The Federal Highway Administration’s Eastern Federal Lands Highway Division is soliciting proposals for a Multiple Award Task Order Contract (MATOC) under solicitation number 693C73-26-R-000047, exclusively for small business concerns as a total small business set-aside under FAR 19.5 and NAICS code 237310. This Indefinite Delivery Indefinite Quantity (IDIQ) contract will support highway, street, and bridge construction services—potentially including design and design-build elements—across the Northeast Region encompassing Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, and Delaware. The overall contract ceiling is $60,000,000 shared among up to four awardees, with individual task orders anticipated to range from $50,000 to $3,000,000. The solicitation includes a seed project in Philadelphia County, Pennsylvania, involving the rehabilitation of Trolley Bed Road (Route 404) and Haul Road (Route 405), with work scopes including embankment construction, aggregate and asphalt pavement work, culvert and headwall replacement, riprap placement, and other miscellaneous tasks. This seed project is divided into a base schedule (Schedule A) and a government option (Schedule B), with performance periods of 63 and 30 calendar days respectively, and requires offerors to submit detailed price proposals for both. Offerors must complete and submit a VETS-4212 Veteran Employment Report, maintain an active SAM registration with a current UEI and CAGE code, and comply with FAR requirements including bonding, domestic sourcing under Buy American provisions, and safeguarding controlled unclassified information. The evaluation process uses a best-value tradeoff approach where non-price factors—prime contractor experience, past performance, and construction/design capacity—are significantly more important than price. Proposals must be submitted electronically as two separate PDF files—one technical and one price—via email to EFLHD.Contracts@dot.gov by the deadline specified on the SF 1442, with no public bid opening. Invoices for task orders must be submitted through the iSupplier (DELPHI) system authenticated via www.login.gov, including full supporting detail and a certification statement. Contract performance is limited to a 60-month period from award, and all work must adhere to the Federal Highway Administration’s FP-1
