Northpointe Apartments Project

The Northpointe Apartments Project involves amendments to both the General Plan and Specific Plan for a 17.7-acre site in Modesto, California, to align land use designations and enable a cohesive mixed-use development. Currently, 12.44 acres are designated as Regional Commercial under the General Plan, while the remaining 5.26 acres are designated as Mixed Use. The General Plan Amendment will reclassify the 12.44 acres from Regional Commercial to Mixed Use to match the existing designation of the other parcel, ensuring uniformity across the entire site. Simultaneously, the Specific Plan Amendment will transform the land use designations for the entire site to Mixed Use 4, a newly created category that consolidates and expands allowable uses from C-2, R-2, R-3, and MU-P zoning districts. This new designation permits a broader range of residential, commercial, and professional uses under the development standards and conditional use provisions of those districts, with modifications as specified. The change is intended to support higher-density, transit-oriented development consistent with the city’s long-term growth objectives. The project is being administered by the City of Modesto, with primary oversight from the Director of Community and Economic Development, Jessica Hill, and senior planning support from Josh Smith of Denovo Planning.
