Norton Ave and Larkspur Path School Connection

The Oregon Department of Transportation (ODOT), acting on behalf of the City of Bend, is soliciting Architecture and Engineering (A&E) services for the Norton Ave and Larkspur Path School Connection project in Region 4. The scope of work involves developing a multi-use path along Neff Road to connect the Larkspur Trail to Juniper Elementary and Pilot Butte Middle Schools, as well as implementing bike boulevard treatments, including signing, striping, and speed bumps, along NE Norton Avenue between 6th and 12th Streets. The selected consultant will advance the project from the Design Acceptance Package to Final Plans, Specifications, and Estimates, and provide Professional of Record and Construction Engineering Support during the construction phase. The project is anticipated to start in October 2026, with design completion expected by June 2028, and has an estimated construction budget of 3.4 million dollars. This solicitation is restricted to consultants who hold a Price Agreement in the A&E Full-Service series Tiers A and B. Proposals are evaluated based on a 100-point scale covering approach, project samples, key staff resumes, and clarity, with the potential for an additional 100 points if the agency elects to conduct interviews. Requirements include strict adherence to a three-page technical proposal limit, submission of a Proposal Cover Sheet and key staff resumes, and certification of compliance with ADA standards, non-discrimination laws, and conflict of interest guidelines. All deliverables must be performed in accordance with an approved Consultant Quality Plan and bear the official Oregon Registered Engineer seal and signature.
