Norton Street Improvment Project

SOW: The work, in general, to be done under this contract consists of full depth reclamation of Norton Street from Bridge Street to Montgomery Street. The project will also construct curb, gutter, sidewalk and pedestrian ramps, residential driveways, bulb outs, storm drain inlets, storm drain pipes, storm drain pipes with slotted drains, pavement markings, signage, barrier curbs and concrete steps. Project estimated range is $600K - $1.5M. Contract time is 75 calendar days. Contractor’s License Classification. The Contractor shall possess a Class A General Engineering Contractor license issued by the State of California Contractors State License Board at the time of contract award. The Contractor’s subcontractor(s) performing work shall possess the appropriate State licenses for the work being performed. The awarded Contractor and subcontractors will also be required to obtain a City Business License. Obtaining or Inspecting Contract Documents. The Specifications, Construction Plans, and other contract documents may be obtained from the Public Purchase on-line bidding service. Registration is required to use the service. There is no charge to register or obtain bid documents in digital format. Log onto: www.publicpurchase.com Once you have registered, search for the project title identified on the cover of this Bid Book. The Project Bid Book and Construction Plans may be available for viewing at a Contractor’s Exchange. Contractors may contact Contractor’s Exchange directly to inquire about availability. All addenda notifications will be emailed to plan holders by Public Purchase. All questions and requests for information regarding the project must be submitted through Public Purchase on the project link. Responses will be provided via Public Purchase. The City will not be proving Contractors with paper copies of the Contract Documents. Further information regarding wage requirements, contract time, bonding requirements, federal requirements and other contract provisions are included in the Instructions for Bidders as part of the Contract Documents. Any BR-5 questions or clarifications regarding the Contract Documents requested by Contractors shall be submitted through the Public Purchase website a minimum of one week prior to bid opening. Questions or clarifications to the Contract Documents will be responded to through the Public Purchase website. The issuance of addendum(s) by the City, will be through the Public Purchase website. Wage Requirements. The Contractor and Subcontractors on this project must comply with Nondiscrimination, Equal Employment Opportunity, Antitrust, Occupational Safety and Health Standards and Regulations as set forth in the Contract Bid Documents. All labor on the project shall be paid the higher of the minimum wage rates as established by the U.S. Secretary of Labor, or the California Director of Industrial Relations. If a discrepancy exists between these two determinations, then all labor on the project shall be paid the higher of the two minimum wage rates. Refer to the Wage Determinations OnLine.gov (www.wdol.gov) for the latest wage rates established by the U.S. Secretary of Labor as of the date of advertisement. This project is subject to State general prevailing wage rates unless a construction trade as part of the project has no listed in the State general prevailing wage rate. In this case, and only if there is no listed federal wage rate for a specific and necessary trade, the State general prevailing wage rate shall apply. It shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractors under such contract, to pay not less than said prevailing rates to all workers employed by them in the execution of the Contract. Award of Contract. The contract will be awarded on the basis of lowest base bid and any combination of any the alternates if alternates are selected from a responsive and responsible bidder and will provide for progressive payments and liquidated damages as fixed in the specifications. Although the additive bid alternative will be use in the determination of the lowest bidder, the additional work for the additive bid alternative will be the sole discretion of the City of Oroville. All proposals must be made on the forms as contained in the specifications for the previously described project and shall in all respects comply with the Instructions to Bidders and Contract Documents. Bids must be in writing and signed by or on behalf of the bidder. The City of Oroville reserves the right to reject any and/or all bids or to utilize any alternate procedures as authorized by California Public Contracts Code Sections 20166 and 20167 and accept such bids as are to the best interest of the City. No bidder may withdraw his/her bid for a period of ninety (90) days after the date set for the opening thereof.
