Project Description - Construction: Generally described as follows but not limited to:


This award covers construction at one site under one period of performance, organized as a base scope (CLIN 0001) and optional scopes (CLIN 0002, CLIN 0003, and CLIN 0004). The Contractor shall coordinate trades and logistics to minimize disruption to NOAA operations. 


CLIN 0001 - New BSL-2 Laboratory, Equipment Relocation, and Trailer Decommissioning (Base)


CLIN 0002 - New Conference Room (Option)


CLIN 0003 - Equipment Vestibule (Option)


CLIN 0004 - Laboratory Fume Hood and DI Water System (Option)


The scope of services includes all supervision, licensed design, engineering, labor, materials, permits, documentation, fabrication, and installation requirements shown or implied by this SOW and its attachments. Work includes, but is not limited to, demolition, concrete, architectural, structural, roofing, mechanical, electrical, plumbing (MEP), heating, ventilation, and air conditioning (HVAC), and fire protection systems.


The Contractor is responsible for verifying existing conditions and developing the Government's reference documents into permit-ready construction documents.


Before acceptance of each CLIN, the Contractor shall conduct a 1–2 hour walkthrough with Owner laboratory and facilities staff covering room layout, operation of doors, HVAC controls, emergency equipment (eyewash, sink, safety shower if applicable), and locations of panels and shutoffs. The Contractor shall provide an electronic closeout package including final layout drawings, as-built drawings (PDF), manuals and warranty information, test reports (eyewash, HVAC/airflow, hood/enclosure checks, electrical inspections), and a final cost breakdown by trade in Excel. The Contractor shall provide a one-year warranty on workmanship and Contractor-supplied materials, starting upon NOAA's written acceptance.


This is a new requirement for construction services for the Oxford Maryland facility. 


RFO 36.101-4 Advance notices and solicitations requires agencies to provide a description of policies and procedures that apply to the definitization of equitable adjustments for change orders under construction contracts and data on the time required to definitize equitable adjustments for change orders under construction contracts. The Department of Commerce (DOC) does not publish this information at this time. NOAA aims to definitize change orders no later than 30 days after reviewing and negotiating anticipated costs from the contractor's change order proposal. 


Site Visit Information:


Offerors will have the opportunity to visit the site before submission of their technical and price proposals. The site visit details, to be held at the Oxford, MD Facility, will be outlined in the solicitation package. Currently the site visit is projected to be held on or about July 2026. 


Project Period of Performance and Magnitude:


The estimated performance period is 365 calendar days, including Base + Optional CLINs from issuance of Notice to Proceed. The magnitude of construction for this project is between $500,000.00 and $1,000,000.00.

Issuance of Solicitation with Requirements Information:


All responsible sources may submit a proposal, which will be considered by the agency. NOAA anticipates publishing the solicitation and supporting documents package on or about June 18, 2026, with an estimated Offer/Receipt Date/Time: July 20, 2026 at 12:00PM Eastern Time (ET)


The solicitation will be available electronically at the S.A.M. website: www.sam.gov. No paper copies, faxes, or emails will be available.
