Monitoring and Evaluation of Russian River Coho Salmon
Solicitation # W912P727QA002
The U.S. Army Corps of Engineers San Francisco District is soliciting quotes for a non-personnel service contract to provide monitoring and evaluation for the Russian River Coho Salmon Captive Broodstock Program located at the Don Clausen Fish Hatchery in Sonoma County, California. Under NAICS 541690 and PSC B529, the selected contractor will be responsible for all planning, administration, and management necessary to evaluate the program's effectiveness in increasing naturally spawned coho salmon populations. Key technical tasks include estimating juvenile survival using PIT tags and antenna arrays, conducting winter spawner and redd surveys, operating downstream migrant traps, and managing approximately 100 landowner access agreements and necessary endangered species permits. The anticipated period of performance consists of a 12-month base year starting December 1, 2026, with four subsequent 12-month option years. Award will be based on the best value to the government, evaluating technical approach, past performance, and price. Essential deliverables include a Quality Control Plan, a detailed annual research plan, and seasonal study reports on abundance, survival, and escapement. The government maintains unlimited rights to all produced materials. Quotes must be submitted via PIEE by November 9, 2026, and must include a technical capability statement, past performance data, a financial bank letter, and a quality control program to be considered responsive.

Project Management and Technical Oversight SupportThe contract is for Project Management and Technical Oversight Support under a subcontract arrangement, aimed at delivering technical and administrative assistance related to reporting, scheduling, and coordination efforts with the U.S. Army Corps of Engineers within an IDIQ task order framework. The work will focus on ensuring seamless alignment with USACE requirements through structured project oversight, data management, and timely communication channels. The North American Industry Classification System code 541611 indicates that the services fall under Management Consulting Services, suggesting a primary emphasis on advisory and operational support rather than direct construction or engineering execution. The contract was posted on June 17, 2026, and is administered by the W075 Endist San Francisco office under the Department of Defense, though specific performance locations, point of contact details, and set-aside classifications are not provided. There is no defined place of performance listed, indicating potential flexibility in where the work may be performed, possibly including remote or distributed operations. The absence of a solicitation number suggests this may be a follow-on or non-competitive subcontract under a broader existing agreement. The contract's structure implies ongoing support duties tied to multiple task orders, requiring adaptability, compliance with federal reporting standards, and consistent collaboration with a major federal agency.
