The Space and Naval Warfare Systems Center Atlantic (SSC-Atlantic) in North Charleston, SC, plans to increase the contract ceiling by $54 million and extend the period of performance for Contract N65236-12-D-4806 with URS Federal Technical Services, Inc. The contract extension, from July 10, 2016, through January 9, 2018, is intended to ensure continuity of specialized support services while a follow-on competitive contract is awarded. These services include Test and Evaluation (T&E), engineering, technical, logistics, and management support for the Submarine Command, Control, Communications, Computers, Collaboration, and Intelligence (C5I) System of Systems and related subsystems, as well as for submarine operational authorities and nuclear command, control, and communication systems. The contract supports critical activities such as testing, certification, modernization, repair, refurbishment, overhaul, and logistics for submarine combat and electronic systems across all submarine classes. This modification will be awarded on a sole-source basis under federal acquisition regulations permitting non-competitive awards when only one responsible source exists to meet agency needs. The government emphasizes that the decision not to compete this modification is at its discretion, and any responses must demonstrate compelling reasons that competition would benefit the government. Written comments or questions were requested by March 31, 2016, directed to the contracting officer.
