NOTICE FOR PROFESSIONAL SERVICES (Chapter 103D, HRS) The County of Hawai‘i, Department of Public Works (DPW) is seeking professional services to provide Construction Management and Inspection in support of a series of projects titled “Reconstruction of Lava Inundated Roads.” These projects will reconstruct existing roads that were inundated by lava during the 2018 Kilauea volcano eruption, Federal Emergency Management Agency (FEMA) 4366-DR-HI. The anticipated scope of work is provided in further detail in the Request for Qualifications but will generally include coordination between construction contractor, design consultant, and DPW as well as inspections and testing of the construction work performed to ensure the construction is completed on schedule and in accordance with the contract documents. The County of Hawai‘i has developed guidelines to standardize the preparation of statement of qualifications (statements) by consultants. The purpose of these guidelines is to help assure consistency in format and content of statements prepared by consultants and submitted to the DPW. This should reduce the time requirements for consultants in preparing statements and will simplify the review process. Copies of the “Request for Qualifications” and “Guidelines for Preparing Consultant Proposals” are available for download from the Public Purchase System. If your firm is interested in accessing these documents or performing this work for the DPW, you must be registered as a Public Purchase Vendor, Hawaii Region, and Hawaii County Agency. Prospective consultants are invited to return electronic statements via the Public Purchase System prior to 2:00 p.m. Hawai‘i Standard Time on May 23, 2024. Statements received after the time fixed or that are not submitted via the Public Purchase System will not be considered. Confidential material shall be clearly marked as such and readily separable from the rest of the statement. Professional civil engineering services providers that return electronic statements conforming with the “Guidelines for Preparing Consultant Proposals” will be evaluated by DPW’s three-person review committee, using the stated criteria, to rank them. When ranking is completed, DPW will request a corresponding price/fee proposal from the top ranked provider. Ranked providers may be required to submit price, technical, or other revisions as may result from negotiations or DPW may terminate unsuccessful negotiations and commence negotiating with the next ranked firm. DPW Director will recommend award of the contract based on best value offered.
