AI Contract Overview
The Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a sole-source, firm fixed price purchase order to GOLDEN ALTOS CORPORATION for custom 28-pin QFN integrated circuit packages and associated high-frequency RF test socket engineering, with a total of 50 assembled units requiring specialized manufacturing processes including die attach using H-20 material, 1 mil gold wire bonding, dual optical inspections, and epoxy lid attachment, along with a single top-side mark. The order includes 20 non-recurring engineering units for up to 40GHz RF test sockets, one bond setup fee, and ground shipping, all to be delivered to San Diego, California. This procurement is conducted under simplified acquisition procedures and commercial item authority per FAR Parts 12 and 13, with the NAICS code 334419 and a small business size standard of 750 employees, designated as a Total Small Business Set-Aside. Golden Altos Corporation, identified by CAGE code 065N4, is the only vendor capable of meeting the unique technical requirements for high-frequency QFN packaging and socket integration, justifying non-competitive award under FAR 8.405-6(a), FAR 13.106-1(b), or FAR 16.505(b)(2). All respondents must be registered in the System for Award Management with a valid UEI and CAGE code, and submissions are required exclusively through the NIWC E-Commerce portal by May 4, 2026. The contract does not specify unit or total pricing, delivery schedule, FOB terms, preservation or packaging standards beyond basic assembly details, marking requirements, or formal quality specifications such as MIL-STDs. Acceptance will occur at NIWC Pacific’s San Diego facility, with no formal evaluation factors applied due to the sole-source nature of the award. The contracting office, located in San Diego, California under agency code N66001, is managed by point of contact Sarah Coe, who serves as the sole administrative liaison for this acquisition.
