1.0 Background


The Bonneville Lock and Dam is a federally operated hydroelectric facility located on the Columbia River, constructed in the 1930s. The facility plays a critical role in providing renewable energy, supporting regional navigation, and contributing to flood risk management throughout the Pacific Northwest.


This requirement supports the replacement of ten (10) existing Main Unit oil circuit breakers at Powerhouse 1, which are over 80 years old. The existing switchgear is obsolete, no longer maintainable, and presents a significant risk of operational failure.


Eaton Corporation serves as the Designer of Record (DOR) for this requirement under prior Contract No. W9127N-15-C-0002. Under that effort, Eaton designed, fabricated, and tested a prototype switchgear assembly, including full-scale design testing. This procurement leverages the previously developed and Government-accepted design and associated test data.


2.0 Objective


The objective of this contract is to procure, on a supply-only basis, new custom-manufactured switchgear assemblies to replace the existing obsolete equipment.


3.0 Scope of Work


The scope of this contract is limited to the manufacture, testing, and delivery of ten (10) new custom 15kV Main Unit Breaker Switchgear Assemblies. These assemblies, including draw-out circuit breakers and disconnect switches, shall be designed and manufactured to fit within the existing spatial constraints at Bonneville Powerhouse 1 (Elevation 65).


This is a supply-only contract. The scope does not include on-site labor, removal of existing equipment, or installation of the new assemblies. All installation and associated construction activities will be performed by Government personnel under separate efforts.


4.0 Tasks and Deliverables


CLIN 0001 – Main Unit Switchgear Assemblies
Provide ten (10) complete Main Unit Switchgear Assemblies identical to the prototype developed and tested under Contract No. W9127N-15-C-0002.


CLIN 0002 – Drawings
Develop and deliver shop drawings, including outline and assembly drawings, in accordance with CDRL Exhibits A through D.


CLIN 0003 – Reports
Develop and deliver factory inspection and test reports in accordance with CDRL Exhibit E.
