The General Services Administration, Federal Acquisition Service, acting on behalf of the Department of Defense, has issued a notice of intent to sole source a contract for Remote Piloted Aircraft support services to General Atomics Aeronautical Systems, Inc. This requirement focuses on the testing, training, and development of tactics, techniques, and procedures for various system activities onboard the MQ-9 Unmanned Aircraft Systems. Because the U.S. Government does not own any MQ-9 aircraft and General Atomics holds the proprietary rights and Technical Data Package as the original designer and manufacturer, they are the only source capable of providing the necessary aircraft, ground control stations, communications equipment, and specialized personnel. The scope of work includes flight-related activities such as setup, operations, and maintenance to support the testing and validation of sensors and payloads, as well as electronic warfare calibration. The contract is structured as a Time and Materials agreement with an estimated value of 50,953,798 dollars. The anticipated period of performance spans five years, consisting of a one-year base period followed by four one-year option periods. This procurement is conducted under the authority of FAR 6.302, ensuring the Department of Defense receives essential flight support and technical expertise exclusive to the manufacturer.
