The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to rent a pre-stressing jack, pump, and controller and a power seating frame that is compatible with an existing cable stay tensioning frame owned by ERDC and located at Fort Polk, Louisiana. The ERDC intends to issue an award to Vstructural, LLC on a sole source basis. It has been determined that Vstructural LLC is the only company capable of providing the cable stay strand installation and stressing systems that are compatible with the VSL Anchorage DS and DR system that was purchased in September 2014 and installed on the testing frame. These systems must use a strand-by-strand installation method which simplifies installation and allows for maximum flexibility, utilize computer-controlled stressing process that electronically records the jacking force, liftoff force, and strand elongation, facilitate power seating of anchoring wedges using a hydraulic jack applying 10 tons of force to each wedge, and be compatible with a variety of strand configurations from 6 x 19 to 6 x 61. The ERDC also has a need for tension rings that attach to the VSL Anchorage DS and DR systems for the following strand configurations: 6 x 19, 6 x 22, 6 x 31, 6 x 37, 6 x 43, 6 x 55, 6 x 61. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) with a size standard of $32.5 Million in average annual receipts.
