On June 2, 2026, NAVSUP Fleet Logistics Center Norfolk awarded contract N0018926PL156 to Advance Safety Equipment Co. for $66,712.24 under an urgent and compelling circumstance, bypassing normal competitive procedures as authorized by FAR 12.102(a). The contract is for the procurement of a Connex box designed to provide secure, climate-controlled storage for emergency life-saving and firefighting equipment, including Proximity Fire Fighting Ensembles, Jaws of Life, Power Hawk, and salvage gear, with the goal of improving operational readiness and reducing equipment degradation on naval vessels. The solution must comply with NFPA 1971 and NAVAIR 00-80R-14 standards, incorporating internal racks, hangers, and shelving to maintain gear integrity, while the packaging must withstand extreme temperatures ranging from -25°F to 180°F and provide UV shielding to protect against degradation from light exposure. Delivery is required no later than August 1, 2027, with an estimated production lead time of 12 to 14 weeks after award, and performance is designated for Norfolk, Virginia, ZIP 23511. No solicitation documentation was issued, no competition was conducted, and no formal evaluation factors, line-item pricing, or contract clauses were detailed in the public materials; instead, the award rests solely on a justification for unusual and compelling urgency. The contract is not set aside for any socioeconomic category, and the NAICS code 332999 applies. The Contract Specialist Joseph Frech, reachable via email at joseph.l.frech.civ@us.navy.mil, is the sole point of contact for inquiries, with no telephone inquiries accepted. No specific payment office details, accounting codes, invoicing methods, COR/COTR assignments, or required certifications from the vendor were disclosed in the available information, and no marking, labeling, bar-coding, or preservation specifications beyond environmental protections were provided.
