The IRS awarded a sole source firm fixed price delivery order via GSA Schedule to Executive Information System (EIS), LLC 6901 Rockledge Drive, Suite 600, Bethesda, Maryland 20817 for annual software maintenance of the IRS's SAS license in support of its Statistics of Income - Distributed Processing System on 1/31/2014 for a total of $153,405.00. This award was made in accordance with FAR 6.302-1 as EIS is the only authorized reseller of SAS's products and services with a GSA Federal Supply Schedule 70 contract. See attached sole source letter from SAS. (SAS did not notify the Contracting Officer of allowing another third party to resell the software maintenance). The RFQ was posted on GSA's eBuy system. The Government's requirements precluded any other's vendor's solutions. Only SAS's software maintenance is able to properly upgrade, update, provide patches, etc...for the Government's existing SAS licenses.
