AI Contract Overview
The Department of Homeland Security’s Federal Protective Service Acquisition Division is issuing a solicitation (70RFP426QE7000007) to consolidate three existing Protective Security Officer (PSO) contracts covering West Texas, South Texas, and New Mexico into a single task order under an existing Multiple Award Contract (MAC). This consolidation, justified through market research and documented in a formal Determination and Findings memo, aims to streamline contract management, reduce overhead costs, and enhance operational efficiency across a large geographic area. The new task order will provide armed PSO services with fully trained officers deployable across all posts within the combined regions, supporting surge capacity and rapid response needs. The contract is structured as an indefinite delivery/indefinite quantity (ID/IQ) task order with a one-year base period and four one-year option periods, allowing up to five years of performance, and an estimated total value of up to $368 million. Key requirements include the implementation and maintenance of standardized systems such as the Training Academy Management System (TAMS) and Post Tracking System (PTS) to ensure consistent training, performance monitoring, and accountability. The solicitation follows FAR Part 16.505 ordering procedures and adheres to FAR Class Deviation 25-32, R2 for contract consolidation. Although no detailed pricing, specific FAR contract clauses, or exact invoicing instructions are provided, the contract emphasizes maintaining existing small business subcontracting plans and ensuring no adverse impact on small business participation despite the consolidation. Performance oversight resides with the Federal Protective Service, while the contractor is responsible for meeting all training and operational standards detailed in the Statement of Work. The consolidation seeks to deliver improved resource allocation, vendor accountability, and administrative efficiency to strengthen security services in this strategic border and regional area.
