This synopsis constitutes a Notice of Proposed Contract Action (NOCA) by the Air Force Life Cycle Materiel Command, Aerospace Management Division, Mission Planning Contracting, AFLCMC/HBMK, Hanscom AFB, MA 01731, of the intent to solicit a proposal from and negotiate a contract with The Boeing Company for the B61-12 TailKit (TKA) Fly-Out Model (FOM) source code to 64-bit Windows 10 and Red Hat Linux. This synopsis is for a proposed contract IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate with only one source, IAW 10 U.S.C. - 2304(c)(1) as implemented by FAR 6.302-1, - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Boeing Company is the only firm capable of meeting the Government's requirement for providing the B61-12 TKA FOM. This is due to the fact that The Boeing Company is the only firm with the appropriate data rights needed to complete the conversion. To compete this effort would cause the Government to incur a substantial duplication of costs because another contractor would have to purchase the rights or develop another solution. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. No Request for Proposal will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBMK. This notice is not a commitment from the Government.

RFI for C2IMERA WARDEN- DAF EMIS (Department of Air Force Emergency Management Information System)
Solicitation # FA8730-26-RFI-C2IMERA-WARDEN
The Department of the Air Force, through the Kessel Run Program Management Office at AFLCMC/C3C, is conducting market research via this Request for Information to establish the Department of Air Force Emergency Management Information System (DAF EMIS) under project WARDEN. The objective is to develop a Government-owned, AI-enabled enterprise software capability that decouples and transitions installation Emergency Management capabilities from the legacy C2IMERA system. The system is designed to automate the full emergency management lifecycle—Preparedness, Protection, Response, and Recovery—to ensure mission assurance and operational resilience across the Command and Control continuum, specifically supporting Air Combat Command and Pacific Air Force. The required solution must utilize a microservice architecture operating under the Maven Smart System data platform and adhere to Agile, DevSecOps, and Lean product management practices. Key technical requirements include the ability to function within DoD cloud ecosystems, support distributed architecture for edge execution during denied communications, and provide automated geospatial foundations for real-time infrastructure tracking. The system must meet Impact Level 5 and 6 security standards, comply with NIST SP 800-53 and OGC standards, and target a Technology Readiness Level of 7 or greater. This RFI is for planning purposes only and does not constitute a solicitation for bids or proposals; currently, no funds are available for this effort. Interested vendors must submit unclassified responses by 1700 EST on October 30, 2026, via the designated portal. Responses should focus on capabilities and requirements refinement rather than marketing materials or pricing. Future awardees will be required to maintain a secret clearance prior to award and a TS/SCI FCL before scaling and fielding the solution.
