The National Park Service at Independence National Historical Park in Philadelphia intends to award a sole source contract to Impact Communications Co. for updating the interactive multimedia program of the Second Bank exhibit. This noncompetitive award is justified by the fact that Impact Communications Co. originally developed the database program fifteen years ago and exclusively holds the programming codes, making them uniquely qualified for this work. The procurement falls under NAICS code 541511, which covers custom computer programming services. Although this notice is not a solicitation for quotes or proposals, the agency invites interested parties to express their capability to fulfill the requirement by December 20, 2019, 1 pm EST, as part of market research for potential future needs. The contracting point of contact for this acquisition is Tomica Cooper, reachable via email at [email hidden]. This action is issued by the Department of the Interior’s Northeast Regional Contracting office in Philadelphia. Responses will not influence the contract award decision, which will remain noncompetitive under FAR 6.302-1 due to the unique source of the software programming. The notice provides transparency and gathers market information, but it clearly states that no competitive proposals will be accepted for this requirement.
