The contract involves the provision of Court Appointed Special Advocates (CASAs) who are trained volunteers appointed by family court judges to advocate for children involved in abuse, neglect, or voluntary placement cases under Article 10 of the Family Court Act. These volunteers do not offer legal representation but provide independent information to the court to aid in making informed decisions that ensure the child's safety, stability, and well-being. The New York State Unified Court System (UCS) has contracted with specific providers, including the Fund for the City of NY and the NYS CASA Association, to deliver these services across all counties in New York State. The contract spans from April 1, 2020, to March 31, 2025, with an end date for the advertisement set for November 6, 2024. This contract was awarded as a single-source exemption, meaning it was not competitively bid due to the unique qualifications of the awardees. The contract value ranges between five and ten million dollars, reflecting its broad scope and importance. The UCS oversees the program under relevant rules and regulations, ensuring that CASA services are available statewide. The primary contact for inquiries is Bridget McAvoy, a Principal Court Analyst, and additional information can be accessed through the official NYS procurement website.
