The National Institute of Standards and Technology intends to negotiate a sole source contract with PlasmaTherm of St Petersburg, Florida, to upgrade four Reactive Ion Etch Systems at the Center for Nanoscale Science and Technology NanoFab in Gaithersburg, Maryland. The existing systems, manufactured between 2002 and 2003, require updates to resolve control system failures, software maintenance issues, and limited parts availability. PlasmaTherm has been identified as the only provider capable of ensuring full compatibility and possessing the proprietary technology necessary for these upgrades. This procurement falls under NAICS code 333242 and is being conducted under the authority of FAR 13.106-1(b)(1). While the government issued a notice of intent to avoid a competitive bidding process, it maintained the discretion to determine whether to conduct a competitive procurement based on received responses. The action is managed by the Department of Commerce and specifically targets the modernization of aging laboratory infrastructure to improve operator and maintenance functionality.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
