Notice of Intent Award Sole Source

The Environmental Protection Agency intends to award a sole source contract to ECKERT & ZIEGLER ANALYTICS, INC for the purchase of mixed gamma standards required to calibrate High-Purity Germanium detectors used in gamma radiation analysis. This procurement is justified on the grounds that ECKERT & ZIEGLER is the only U.S.-based company capable of producing standards that maintain traceability to the National Institute of Standards and Technology through a Measurement Assurance Program compliant with ANSI N42.22-1995, a requirement mandated by the agency’s NELAP accreditation and NAREL QAM. The contract involves the delivery of 13 distinct gamma standard configurations, including filter discs and simulated soil and liquid matrices in various volumes and container types, each with calibrated activities of either 0.67 or 1.33 microCuries. All standards must be uniformly distributed within their matrices, with simulated water matrices composed of solid epoxy at a density of 0.9 to 1.17 g/cc and simulated soil matrices at 1.6 to 1.7 g/cc. Each item must be accompanied by a calibration certificate specifying activity levels and, where applicable, the thickness of encapsulating materials, as well as a traceability certificate meeting ANSI requirements. Standards must have a minimum remaining shelf life of nine months at the time of shipment, and delivery must be made FOB to NAREL in Montgomery, Alabama, with all packaging, shipping, handling, and insurance costs included in the fixed price, as the EPA will not pay these expenses separately. The anticipated shipment date is January 2027. Although no solicitation or request for quote is available, any firm capable of meeting the technical requirements may submit its corporate capabilities by June 16, 2026, for consideration.
