The Space and Naval Warfare Systems Center Atlantic (SSC Atlantic) in North Charleston, SC, plans to extend the ordering period for Contract N65236-14-D-2813 with Northrop Grumman Systems Corporation from November 6, 2016, to May 6, 2017. This extension aims to ensure uninterrupted support while a follow-on competitive contract is arranged. The contract supports professional field and marine engineering services, material acquisition, repair, refurbishment, software updates, and ISEA engineering assistance for advanced navigation systems used on U.S. Navy ships and submarines. These systems include various Ring Laser Gyro Navigation systems, gyrocompasses, attitude and heading reference systems, integrated bridge and voice management systems, speed logs, and other critical navigation and data distribution units essential for ship navigation and weapons systems performance. This extension is being pursued on a sole-source basis under federal acquisition regulations, asserting that Northrop Grumman is the only responsible source able to meet agency requirements during this period. The government is not requesting competitive proposals at this time but invites comments or questions to be submitted by September 27, 2016. The navigation systems involved are highly sophisticated, providing comprehensive navigation data such as position, velocity, and timing, which are vital to the mission effectiveness of surface ships and submarines. This contract extension ensures continuity of these critical systems until a new competitive contract arrangement is finalized.
