AI Contract Overview
The U.S. Department of Health and Human Services, Indian Health Service, intends to award a firm-fixed-price sole source contract to Northern X-Ray Company (NXC Imaging) for the urgent repair of a non-operational Canon Medical 32-slice CT scanner at the Rosebud IHS Hospital in South Dakota. This action is authorized under FAR 6.302-2 due to unusual and compelling urgency, as the scanner’s failure significantly impairs critical diagnostic services including emergency and trauma care for the local patient population, posing direct risks to health and safety. Conducting a full and open competition is not feasible due to the immediate need to restore functionality, and only a contractor with direct access to Canon Medical Systems USA’s proprietary diagnostics, software, certified personnel, and authorized parts can perform the necessary repairs within the required timeframe. The acquisition falls under NAICS code 811210 and is classified under J065 for medical equipment repair and maintenance. The contract is expected to be awarded to NXC Imaging, though any responsible source may submit a capability statement demonstrating immediate readiness to meet the OEM-compliant repair requirements within five calendar days of the notice’s publication. The repair must restore full operational status, specifically ensuring the ROI/SureStart functionality works error-free, with all calibrations and performance tests completed on-site at the hospital. The total performance period shall not exceed 60 days, with initial service response required within one to two weeks of award. The contract will include optional CLINs for additional labor, travel, or parts at the government’s discretion, but no pricing details are disclosed. No set-aside provisions apply, no security clearances are required, and the acquisition follows FAR Part 12 commercial item procedures. The point of contact for submissions is Erin Doering at Erin.Doering@ihs.gov, and all responses must confirm immediate availability of OEM-certified technicians and proprietary components. This notice does not constitute a solicitation, and no costs incurred in responding will be reimbursed.

This acquisition is being conducted under the authority of FAR 6.302-2, Unusual and Compelling Urgency, as implemented by HHS acquisition regulations and policies. Due to the urgent nature of this requirement, the Government does not have time to compete this requirement.
PURPOSE AND OBJECTIVE:
The purpose of this requirement is to restore the CT system to full operational status for clinical use. The CT scanner is essential for providing timely diagnostic imaging services, including emergency care, trauma evaluation, and critical diagnostic support for the patient population served by the Rosebud IHS Hospital.

Qualified service providers must have access to Canon Medical Systems USA, Inc. diagnostics to perform the most immediate and reliable repair services, including access to proprietary parts, technical data, and certified personnel necessary to expedite restoration.

The Government will consider any capability statements received; however, given the urgency of the requirement, responses must demonstrate the ability to provide immediate repair services without delay and with full compatibility with OEM specifications.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.
However, any responsible source that believes it can meet the Government’s urgent requirement may submit a capability statement.
