The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to COMSOL, Inc. for a Software as a Service (SaaS) subscription to COMSOL Multiphysics Modeling Licenses under FAR 12.102(a), as this software is the only available solution capable of meeting the National Institute for Occupational Safety and Health’s specific needs. The licenses are required to support the Panel Design Optimization and Mine Ventilation Considerations around the Gas Wells project, enabling numerical simulations of airflow, heat transfer, and contaminant transport in underground coal and stone mines. These simulations are critical for duplicating mining environments and synthesizing toxicological and exposure-related data to estimate human exposure levels and associated health impacts on miners, ultimately informing CDC’s public health guidance. The contract period is for one 12-month base period with performance taking place in Atlanta, Georgia, and the requirement falls under NAICS code 541511 for custom computer programming services. No request for quotes or competitive proposals will be issued, as this action is a sole source determination based on the unique capabilities of the COMSOL software. The solicitation number is 000HCCRK-2026-98692, posted on June 26, 2026, with a response deadline of June 30, 2026, though submissions are not solicited. All inquiries must be directed via email to Leah L. Hinson at Leah.Hinson@hhs.gov with a specified subject line, and no phone calls or responses will be accepted. The U.S. Department of Health and Human Services, through the Office of Mission Acquisition Solutions, is the contracting activity, with the Program Support Center Acq Management Svc managing the acquisition. The government explicitly states this is not a request for proposals, and no costs incurred by respondents will be reimbursed.

The Centers for Disease Control and Prevention (CDC) intends to award a firm fixed price sole source contract under the authority of FAR 12.102(a), only one source being available to meet the Government's needs, to:

COMSOL, Inc.

100 District Ave

Burlington, MA 01803.

The Centers for Disease Control and Prevention (CDC) hereby submits a notice of intent to award a sole source firm fixed price purchase order for a Software as a  Service (SaaS) for  COMSOL Multiphysics  Modeling Licenses  which are used by the  National Institute for Occupational Safety and Health (NIOSH) section for their  Panel Design Optimization and Mine Ventilation Considerations around the Gas Wells project.  The licenses are required to support the agency’s activities involving the duplication of mining environments while examining the synthesis, and interpretation of toxicological and exposure-related data to estimate human exposure levels and associated health effects for miners.  The North American Industry Classification System (NAICS) code for this requirement is 541511.

COMSOL Multiphysics Modeling is used for the use of mathematical modeling that creates a simulation of a physical mining phenomena such as airflow, heat transfer and contaminant transport in underground mines. This (COTS) software product is used for conducting the numerical modeling study on a project focusing on underground coal and stone mines. The multiphysics nature of the physics involved in modeling the problem as well as easy sharing of the modeling results among different physics is streamlined with this software. The goal of these studies and projects is to generate the necessary and sufficient scientific evidence to support conclusions regarding potential health effects and to inform the CDC.

The period of performance will be for one (1) 12-month base period.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. This hereby constitutes a synopsis of the requirement.

Future-State Roadmap and National Expansion PlanningThe contract seeks to develop a scalable roadmap for the national deployment of a risk-scoring capability, with a focus on enabling widespread adoption across federal health systems. This includes creating a forward-looking strategic plan that outlines phased implementation, technical requirements, resource needs, and integration pathways to ensure the tool can be effectively operationalized at scale. A critical component is the development of a rough order of magnitude cost estimate to inform budgeting and decision-making, ensuring financial feasibility is clearly established alongside technical readiness. The effort must deliver executive-ready recommendations that translate technical complexities into actionable insights for leadership, enabling informed governance and funding decisions. The work is expected to be completed under a subcontract arrangement within the Department of Health and Human Services, specifically managed by the Program Support Center Acquisition Management Service, with performance centered in Washington, D.C. The contract prioritizes strategic alignment with national health objectives and demands a clear path from pilot-scale validation to nationwide rollout, emphasizing scalability, interoperability, and sustainability of the risk-scoring system across diverse operational environments.
