AI Contract Overview
The Department of Health and Human Services, on behalf of the National Institutes of Health's National Cancer Institute intramural program, intends to award a firm-fixed-price contract to Glencoe Software for the renewal of OMERO Plus perpetual licenses. These licenses support an open-source, client/server-based image management system developed by the Open Microscope Environment consortium and maintained under a dual licensing arrangement with Glencoe Software. The contract covers a base period from the date of award through May 31, 2027, with three additional 12-month option periods available. Glencoe Software holds exclusive commercial rights to provide licensed versions of OMERO and Bio-Formats with warranties, guarantees, indemnities, and support services, distinguishing it from open-source offerings which do not include such contractual assurances. This acquisition is justified as a sole-source procurement under FAR Part 12 simplified acquisition procedures, given Glencoe Software’s unique position as the only commercial partner of the OME project with exclusive control over commercial licenses and essential components. Interested parties capable of providing similar products or services may submit capability statements for consideration by June 16, 2026, but the government retains full discretion over whether to pursue competitive procurement. The place of performance is Bethesda, Maryland, and primary contact for submissions is Leah Hinson, Contract Specialist at the Office of Mission Acquisition Support.

The Department of Health and Human Services on behalf of the National Institute of Health (NIH), National Cancer Institute (NCI), intramural program (IRP), intends to award a firm-fixed-price contract to Glencoe Software, 800 Fifth Avenue, Suite 101-259, Seattle, WA 98104 for a base period from date of award to 5/31/2027 with three (3) 12- month option to renew periods for OMERO Plus Perpetual licenses. Justification for Sole Source
Glencoe Software has the exclusive right to provide commercial licenses providing, guarantee, warranty, indemnity and contracted support for OMERO and Bio-Formats. These licenses give full rights for running and customizing OMERO and Bio-Formats, but contain no guarantee, warranty, indemnity or contractually guaranteed support.
Glencoe Software is the only commercial partner of the OME project. No other entity is as closely tied to OME, interacts with OME on a daily basis, or has direct access to OME’s project and strategic planning. Glencoe Software maintains exclusive control over the design and supply of components specific to their SEM systems. OEM parts are not available through resellers.
Authority
This acquisition is being conducted under the policies of FAR Part 12 – Simplified Acquisition Procedures, FAR Part 12.102.
