THIS IS A SOLE SOURCE REQUIREMENT


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This is also in accordance with RFO 12.102(a), RFO 12.202(b) and RFO 5.101(b)(1)(i). This solicitation is issued as a Request for Quote (RFQ), solicitation number FA462526Q1124 for NEOVERSE system at Whiteman AFB.


This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


The RFQ document and incorporated provisions and clauses are those in effect through Revolutionary FAR Overhaul effective 07/01/2026, and Revolutionary Defense Federal Acquisition Regulation Supplement effective 08/05/2026.


The North American Industry Classification System (NAICS) code for this project is 334290. For the purpose of this procurement the small business size standard is 800 employees.


This requirement is for purchase and installation of the QubicaAMF NEOVERSE system in accordance with the attached Statement of Work (SOW) dated 17 February 2026. The delivery and installation shall be completed by 147 Days ARO.


The place of performance is building 541 Whiteman AFB, MO 65305, Stars and Strikes Bowling Center. The FOB point is the destination.


In accordance with the RFO 12.102(a) only one source is available, and the intended awardee will be QubicaAMF Worldwide LLC. QubicaAMF Worldwide LLC has been identified as the only LED wall systems that is compatible and that can integrate with the current systems in place at the Whiteman AFB Stars and Strikes bowling alley. The new LED wall system must be able to integrate with the current systems in place. QubicaAMF Worldwide LLC is also the only vendor that certifies technicians to install the system. Utilization of noncertified installers would invalidate the system warranty. During the sources sought no other vendors responded with an authorized reseller letter or authorization to sell the proprietary system. Therefore, only QubicaAMF Worldwide LLC, possesses the technical capability and proprietary system to provide and install the NEOVERSE system.

THIS IS A SOLE SOURCE REQUIREMENT


Any quote shall be valid for a period of 90 days. Your quote should demonstrate your ability to meet the requirements as outlined in the attached Statement of Work. Quotes shall include the following:


  • A updated quote that fully meets the Statement of Work to complete the requirement.
  • Acknowledgment of any RFQ amendments.

Quotes shall be e-mailed to the following e-mail addresses: mitchell.lewter@us.af.mil AND elizabeth.smith.48@us.af.mil. Quotes must be sent to both e-mail addresses and include the RFQ number in the subject. Quotes must be received NLT Friday 14 August 2026 at 9:00 AM Central Time.


Discussions: The Government intends to award a purchase order without discussions with respective vendors/quoters. The Government, however, reserves the right to request clarifications if deemed in its best interest.


The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs.


Prospective offeror must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award.
