Notice of Intent for Sole Source - Canon Maintenance Services

The Defense Health Agency is pursuing a sole-source, Firm-Fixed Price contract under solicitation HT940626PE099 with Canon Medical Systems, USA for the maintenance and calibration of two Computed Tomography (CT) devices, specifically the Aquilion 64 and Aquilion One, at Landstuhl Regional Medical Center in Europe. The contract consists of a base period from August 1, 2026, to July 31, 2027, with three one-year option periods extending the performance through July 31, 2030. The scope of work includes scheduled preventative maintenance, unscheduled repairs, calibration, and remote diagnostics to ensure uninterrupted critical imaging services. This award is justified as a sole-source procurement under FAR 12.102(a)(2) because Canon is the only source capable of providing the required services. The justification is based on Canon's exclusive access to proprietary software, specialized engineering tools such as InnerVision Plus, and a global supply chain with over 40 forward parts depots necessary for rapid OCONUS logistics. All services must be performed by Canon-certified Customer Engineers to maintain system integrity and cybersecurity.
