Notice of Intent for Sole Source Purchase of BioThrax (AVA)

NOTICE OF INTENET TO SOLE SOURCE This is a notice of intent to make a sole source award (as prescribed in FAR 6.302-1(a)(2)). This notice is for informational and planning purposes only and does not constitute a solicitation. The NAICS code for this procurement is 325414 - Biological Product (except Diagnostic) Manufacturing. The Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS) intends to award a sole-source, firm fixed-price action to Emergent Biodefense Operations Lansing, LLC located at 3500 N Martin Luther King Jr. Blvd, Lansing, MI 48906. The Government intends to purchase 643,647 doses of Food and Drug Administration (FDA) licensed Anthrax Vaccine Adsorbed (AVA, also known as BioThrax) by no later than June 30, 2022 with delivery to occur by no later than September 30, 2022. Emergent is the only FDA licensed provider of AVA and therefore is the only source capable to provide this requirement to the Government. Emergent's manufacturing processes have been validated and are approved by the FDA. The Government intends to negotiate this requirement under the authority of FAR 6.302-1. It is the Government's belief that only one responsible source exists and no other product or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement.
