The U.S. Consulate General Hermosillo intends to award a sole-source, firm-fixed-price purchase order to Total Play Telecomunicaciones, S.A.P.I. de C.V. for 12 months of 50 Mbps dedicated internet services at its New Consulate Compound in Hermosillo, Sonora, Mexico, with a performance period from July 18, 2026, to July 17, 2027. The estimated cost is $19,000.00 USD, and the acquisition is justified under FAR 6.302-1 and FAR 13.106-1(b)(1)(i) due to Total Play being the only provider with proprietary infrastructure already installed at the site, ensuring reliable, high-quality service and expedient technical support that meets the consulate’s operational and redundancy requirements. The service must be distinctly separate from the secondary OpenNet circuit provider to maintain network resilience, and no competitive solicitation will be conducted. The contracting officer, Chad Moore, and technical certifier, Jeremiah Aberlich, are responsible for oversight and acceptance at the place of performance. Although no detailed line-item pricing, packaging requirements, or formal evaluation factors are specified due to the non-competitive nature of the award, the justification emphasizes Total Play’s established installation, proven performance, and unique capability as the sole means to meet the requirements. No U.S. government entity identifiers such as UEI or CAGE code are provided for the contractor, and no socioeconomic certifications or standard contract clauses are included in the documentation. Invoicing and payment details are not formally outlined, and no appendices, attachments, or special contract conditions beyond the service scope and sole-source rationale are referenced.

The U.S. Consulate General Hermosillo is formally announcing the intent to award a firm-fixed-price purchase order (on a sole source basis) for the services described below:

Intended Recipient:

Total Play Telecomunicaciones, S.A.P.I. de C.V.

Avenida San Jerónimo 252 Piso 6, Col. La Otra Banda, Delegación Coyoacán, C.P. 04519 CDMX Mexico

Intent to sole-Source:

The US Consulate General Hermosillo, Mexico intends to award a sole-source, firm-fixed-price purchase order to TOTAL PLAY TELECOMUNICACIONES for a 12-month period of performance for the acquisition of 50 Mbps dedicated internet services to be provided at the consulate compound. The Contracting Officer has determined that it is in the Government's best interest to sole source this requirement.

Sole Source Justification:

The incumbent contractor is the only ISP with proprietary infrastructure that will provide reliable, technically compliant internet services and expeditious technical support for our current range of circuit vendors. Customer service and technical support have been excellent. Since Total Play has already installed infrastructure necessary for internet services at the Consulate compound, technical steps are reliable and will include less steps to make a new redundant circuit happen.

This circuit must use an ISP different from the one providing the secondary OpenNet circuit.

Therefore, Total Play Telecomunicaciones is the only source in Hermosillo City that can provide the requested Dedicated Internet Services. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).

This notice of intent is NOT a request for competitive proposals. For specific questions, please contact Chad Moore, Contracting Officer at: hermogsocontracts@state.gov
