Full Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely a notification of the Social Security Administration's (SSA) intent to issue, on a sole source basis, a firm fixed price purchase order to Convergint Technologies LLC for monthly monitoring services of cellular alarm system communicators currently installed in all SSA Region 2 field offices in New York, New Jersey, and Puerto Rico. Under the Federal Acquisition Regulations (FAR) Part 13.105-1(b)(1)(i), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The authority for this acquisition is set forth in FAR Part 13.501(a)(2). Convergint Technologies LLC has an existing contract with the SS for the Intrusion Detection Systems (IDS) maintenance of all field offices throughout Region 2. Because Convergint Technologies LLC is contractually obligated to maintain the IDS systems, awarding the monitoring services to any other contractor would be in violation of the pre-existing contract with Convergint Technologies LLC. This requirement will utilize procedures in FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this Notice shall contain sufficiet documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted via email to Samantha.Derr@ssa.gov by 10:00am EST on December 26, 2018. If SSA does not receive an acceptable response to this announcement, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Convergint Technologies LLC as the only source and a purchase order will be issued without any additional notices being posted. Respondents shall refer to RG02-19-1034 in their responses.
