AI Contract Overview
The Drug Enforcement Administration (DEA) intends to award a sole source firm fixed price purchase order to NIC4, Inc. for the continued provision of Satellite Mutual Aid Radio Talk-Group Service (SMART) and associated satellite communication equipment, including MSAT G2 Satellite PTT Radios and additional Starlink High-Performance and Mini Satellite Terminal packages. This action is justified under FAR 13.501 and FAR 6.302-1(c) due to the proprietary and exclusive nature of NIC4’s SMART system, which provides interoperable emergency communication capabilities critical to federal, state, and local law enforcement operations where terrestrial infrastructure is unavailable. No other vendor is capable of replicating the unique SMART talk-group architecture, and market research conducted via a prior RFI confirmed that no alternatives meet the operational requirements. The total estimated value of the acquisition is $401,797.40, covering the period from August 7, 2026, to August 6, 2027, with no separate options identified. Performance will occur in Lorton, District of Columbia, and the contract will be administered by the DEA’s Office of Acquisition under Procurement Contracting Officer Robert J. Radke. While no formal evaluation factors, inspection criteria, or packaging specifications are detailed, acceptance of the service hinges on its functional adequacy, continuous operability, and guaranteed access to the SMART network. The notice explicitly states it is not a request for competition, and respondents are advised that submission of a capability statement does not obligate the government to award a contract, acknowledge receipt, or provide feedback. Submission of responses is required by July 13, 2026, via email to robert.j.radke@dea.gov, and the government retains full discretion to use any information received for acquisition planning purposes.
