Full Description

This is a notice of intent. The Defense Media Activity (DMA) intends to enter into a non-competitive interim/bridge contract with the incumbent contractor Encompass Digital Media, Inc. (CAGE CODE: 3AZE0). Contractor will provide all current DVIDS Services. DVIDS is a fully-staffed solution that synergizes public affairs, visual information, and technical services expertise with contracted commercial capability with the priority mission of supporting the strategic communication objectives of the Department of Defense, Combatant Commands and a secondary mission of supporting service communication objectives worldwide. DVIDS provides critical public affairs and visual information capabilities to the Department of Defense and military services. These capabilities include live video over satellite using portable satellite systems allowing real-time interviews with deployed personnel and other live event capabilities. DVIDS provides the central reception point for all public affairs and visual information products, delivery of these products worldwide via a highly developed website, and interfaces with the DOD Archive, Air Force Public Information System (AFPIMS), and other media systems. DVIDS has developed a custom Content Management System (DVIDS360) that provides the capabilities for ingestion, management, editing, delivery and organization of the products to maximize the value of our products. Sophisticated tools are in place as part of the CMS to track, record and report on image utilization across the web. DVIDS currently operates in a contractor- owned facility in Atlanta, Georgia taking advantage of the local infrastructure to reduce costs and maximize both satellite and internet capabilities. The objective of this contract is to continue the operational capabilities presently in place, further integrate DVIDS into the government owned AWS FEDRAMP Certified Cloud Space, Further optimize the DVIDS Government code for better performance in the cloud, and further integration with other Media Systems via DVIDS API's and cloud IAAS. Contractor continues to assist the government in obtaining and maintaining an Authority to Operate from Defense Media Activity Leadership at Ft. Meade, Maryland.
