****UPDATE****** 8 DEC 2021 RESPONSES to questions received: QUESTION 1: As we read the draft Statement of Work (SOW), it discusses the Needs and Collection Management (NCM) program in total with reference to the Relationship Storehouse, but there appears to be more requirements to the work than just the development of the graph database. Can you confirm the RFI is for the Relationship Storehouse (graph database)? ANSWER: Yes, the intent of this RFI is to build the Relationship Storehouse. Relationship Storehouse is a central data repository that will service multiple NCM components. The Storehouse will initially include only Graph database functionality (to be augmented with other database types in the future). The primary purpose is to stand up the infrastructure in an enterprise framework to support the ability to maintain nodes, properties and relationships, resiliency in case of outages, and history for auditing and non-transactional research. Our team included background for other NCM products and product lines to help provide context and understanding for the overall NCM mission. Our team is open to any suggestions or recommendations on the SOW. Please offer any recommendations or suggestions for changes to language to ensure this work is properly scoped. QUESTION 2: In the SOW, Figure 2, what functionality (block) represents the Relationship Storehouse effort (e.g., Storefront, Content Approach Repository)? ANSWER: The intent of Figure 2 is to show how all the NCM components will interact together at a high level. Our team notes that the current version does not show Relationship Storehouse. A revised version of this graphic will be included with any future RFIs/RFPs for this effort. Figure 4 in the SOW show a depiction of Relationship Storehouse and other systems it would interact with. QUESTION 3: If the RFI is indeed for the Relationship Storehouse database, how is it different than or is it related to other database development efforts such as Star Sapphire and Gem Cutter? ANSWER: This RFI is not related to the other database development efforts mentioned (Star Sapphire or Gem Cutter). This is an independent effort to stand up a graph database to manage and service multiple NCM components. However, a future state of Relationship Storehouse will ingest information from multiple sources, which may include other databases and database efforts. QUESTION 4: Will there be additional RFIs/RFPs for solutions to other NCM IPO requirements (e.g., Strategy Management, Supplier Management)? ANSWER: It is possible that there will be additional RFIs/RFPs in the future for other NCM IPO requirements for NCM product lines (Strategy Management, Supplier Management, Needs Management or Sustainment Management). QUESTION 5: Can you provide contact information for the Technical POC(s)? ANSWER: All questions should come through the contracting office and technical POCs will not be listed at this time. QUESTION 6: Request to extend the RFI. ANSWER: This RFI is being extended from 18 DEC 2021 to 22 DEC 2021. All responses must be received by 22 DEC 2021 at 1200 PM. ***UPDATE******* 22 NOV 2021 - RFI was updated to remove 1.2_Relationship Storehouse SOW and replaced with 1.3_Relationship_Storehouse Document. RFI was updated to remove 1.3_Appendix A - Relationship Storehouse Solution and Program Epics_SL_JTS_HMN_2021108 and replace with 1.3_Appendix A - Relationship Storehouse Solution and Program Epics 2021110 All other documents remain the same. Description & Purpose 1.1 The National Geospatial-Intelligence Agency (NGA) in support of the Needs and Collection Management (NCM) Integrated Program Office is seeking information on how an interested contractor could develop functionality, improvements, operationalize, document and sustain the Relationship Storehouse (RS) application. The application is to be deployed via cloud-based infrastructure on classified and unclassified networks. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. 1.3 The purpose of this RFI is to gain information on current Industry capabilities that would meet NGA's requirements. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Background The purpose for this request for information (RFI) is to conduct market research on current Industry capabilities and technologies that would meet NGA's requirements and to initiate a dialog with Industry to discuss technical ideas and approaches to shape the overall technical approach to build the Relationship Storehouse. This RFI is meant to achieve these goals: - Gain feedback from industry and any other relevant stakeholders on the Relationship Storehouse. - Gain feedback on the supporting documentation and artifacts. - Collect feedback to understand industry partner capabilities and recommendations for performance metrics that address growing volume and complexity of information needs. - Better understand how industry partners are positioned to address DoD and IC missions and the market of suppliers across unclassified and classified domains in order to find the content and services that best meet customer and user needs. - Leverage feedback on the latest commercial platform tools and capabilities available in the current marketplace. - Determine cloud storage needs of any platform capabilities. NCM's System and User CONOPS address tradecraft, functional components, and mission operations that begin today and scale to support the expanded GEOINT environment of the 2022 era and beyond. These CONOPS are aligned with the capabilities defined by the GEOINT Enterprise Architecture (GEA). The cardinal focus of the NCM is to expand NGA' s role as a value-added agent delivering decision advantage to DoD and IC Customers and Users by providing the right content from an expanding array of GEOINT content and services within required timelines. NCM expands NGA's role as a value-added agent for customers and users. NCM acts to identify, filter, assess, and pair the growing volume and complexity of DoD and IC customer mission needs, foundation and intelligence alike, to the rapidly expanding and diverse market of suppliers across all operating domains and classification levels in order to find the content and services that best meet customer and user needs. Content is foundation and intelligence data, information, and knowledge that are discoverable and accessible.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
