Spangdahlem Air Base currently has infrastructure for broadband and wifi capabilities in the housing facilities. The intended awardee, TKS, provided this infrastructure to the facilities. The current network and hardware capabilities in the housing facilities are supported by the Supply Agreement USEUCOM with the Federal Ministry of Post and Telecommunication, Status of Forces Agreement (SOFA), BIMA Licensing Agreement for all U.S. Military Locations in Germany, and AAFES contract for providing quad-play telecommunication services in Germany. TKS has indicated that other vendors would not be able to utilize their existing coaxial network infrastructure. Due to this, another company would have to install their own infrastructure in facilities with limited space and costing the Government an estimated $700K for the 5 buildings. Due to the current capabilities of TKS and large investment needed to allow for competition, TKS is the only reasonable company able to satisfy the requirement.
