The Government intends to extend the services of an exisiting task order on a sole-source basis by extending the period of performance on an existing contract line item number (CLIN) and exercising an expired option CLIN with RMF Engineering INC. 


The statutory authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 


The services being extended encompasses architect and engineering services for a broad variety of Commissioning (Cx) services by Commissioning Specialists (CxS). These services will be provided to the East Campus Integrated Program Office (ECIPO), U.S. Army Corps of Engineers at Fort Meade MD in conjunction with the design, construction, and commissioning of the remaining ongoing projects; East Campus Building 4 Construction (ECB4). This contract provides support to the Government commissioning authority in executing all LEED requirements for enhanced commissioning. This project supports USACE’s Intelligence community customers who have concurrent maintainability mission requirements and intensive mechanical, electrical and commissioning requirements. The CxS serves as an objective overseer of the commissioning process and submit comments to the government regarding the performance of the commissioning process. The remaining project, ECB4 is associated with the extended work of this task order.


This notice of intent is not a request for competitive proposals. However, all bids, proposals, or capability statements received by the closing date will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government.
