PD-42-0035; Propulsor Product Improvement Program

The Naval Surface Warfare Center Philadelphia Division intends to award a sole-source, indefinite-delivery, indefinite-quantity contract to Bird-Johnson Propeller Company for engineering services supporting the Propulsor Product Improvement Program. This action is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as BJPCo is the only responsible source with unique expertise in Navy propulsor systems, including controllable and fixed-pitch propellers, shafting, and waterjets. The contract will be structured as a Cost Plus Fixed Fee vehicle with an estimated labor requirement of 192,500 total hours over a five-year period, covering research, development, testing, technical manual updates, fleet support, and security implementation. All proposed personnel must be U.S. citizens with a minimum of five years’ experience in Navy propulsion systems and must hold or be eligible for a CONFIDENTIAL security clearance, including passing Tier 3 background investigations. Key positions such as Program/Project Manager and Mechanical Engineer Level II are designated with strict qualifications, and contractor personnel must submit detailed rosters and updates within 30 days of award and upon any change. The work will primarily be performed at BJPCo’s Walpole, MA facility and NSWCPD in Philadelphia, PA, with occasional travel to government sites including Norfolk, San Diego, Mayport, Pascagoula, and Washington, DC. Contract deliverables are governed by a comprehensive Contract Data Requirements List (CDRL) requiring submission of technical reports, engineering changes, product drawings in PDF/TIFF/JPG formats, quality management documentation compliant with ISO 9001:2015, travel reports, and security plans. All information must be handled under Controlled Unclassified Information standards, marked with “CUI” per DoDI 5200.48, and protected from unauthorized disclosure. Packaging and transport of components require enclosed or covered trailers and shielding from public view to ensure security. The contractor must appoint a Facility Security Officer, comply with NISPOM and DD Form 254 requirements for subcontractor management, and ensure no foreign nationals have access to sensitive data without DSS approval.
