The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole-source contract to Bird-Johnson Propeller Company (BJPCo), Walpole, MA for engineering services in support of the Product Improvement Program (PIP).


Pursuant to 10 U.S.C. 3204(a)(1), BJPCo is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 ("Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements").


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by submitting a capability statement in response to this requirement. The Government will consider all capability statements received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
