This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR SubPart 13.106-1(b)(1), Soliciting from a Single Source for purchases not exceeding the Simplified Acquisition Threshold, as no other supplies or services will satisfy agency requirements. The government intends to place an open market sole source order to IntaForensics, LTD for 100ea, LIMA Enterprise Edition Perpetual Software Licenses to include installation, configuration, and training services required for implementation. Lima Enterprise Edition Version 3 is an on-premise web browser-based Laboratory Information Management System (LIMS) solution specifically designed for digital forensics laboratories. This is requirement in support of the necessary operations of the Internal Revenue Service - Criminal Investigative and Digital Forensics Units. Specifically, this digital forensics management solution is required to meet the expanding requirements of these operational units based on the need to grow and improve functionality and the level of service required by the agency mission. Additionally, the requiring activity has determined that this is the only case management platform that meets the need to move the Digital Forensics Unit towards accreditation, while also allowing the consolidation of knowledge management, resource management and employee qualifications tracking all within Lima version 3 platform. LIMA Enterprise Edition Software is a proprietary software product of Intaforensics. Due to the proprietary nature of the software, Intaforensics is the only provider authorized to sell, maintain and/or update this software, as the company has no authorized distributors, partner/resellers at this time.. Responses to this notice will be evaluated by the Government. A determination by the Government to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11 AM EST, September 17, 2021. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
