Synopsis The Naval Facilities Engineering Command Washington (NAVFAC WASH) intends to award a sole source Utility Energy Service Contract (UESC) using the Authority of 10 USC - 2913 to Washington Gas Light Company for mechanical upgrades to Building 196 (B196) at the Washington Navy Yard. 10 USC - 2913 allows the Navy to enter into agreements with Gas and/or Electric Utility Companies to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alternations, and the installations and maintenance of energy savings devices and technologies by a servicing utility companies). A UESC is a contract with a local utility company as well as a provision for technical services and/or up front project financing for energy efficiency and renewable energy investment. These contracts are financed and paid for over time from the savings generated by the project. Project Description NAVFAC Wash intends to enter into a UESC for Mechanical Upgrades, including DDC controls, to B196. The upgrade lowers the overall building energy usage and maintenance and operating costs. (The Government currently spends significant funds in order to operate and maintain the current system that the Government will not spend when the new system is in place due to new DDC controls. B196 currently has pneumatic controls.) Interested utilities may identify their interest and ability to meet requirements stated herein and may submit a statement of corporate capabilities for consideration.
