The Department of the Interior, through Fish & Wildlife Services Region 1 Contracting and General Services, intends to issue a sole source, firm-fixed price order to Avista Corp for natural gas distribution services under NAICS code 221210. This action follows a simplified acquisition procedure due to the unique circumstances where Avista Utilities is the sole provider of natural gas to the National Fish & Wildlife Forensics Laboratory. The laboratory, a 40,000 square foot facility that supports multiple law enforcement agencies by analyzing forensic evidence, relies on continuous natural gas supply for heating and hot water essential to its operations and maintaining a safe environment. Since 1988, Avista Utilities has been the exclusive supplier, and the absence of alternative vendors makes competition impractical in this case. The estimated annual cost for heating and hot water is approximately $50,000, subject to usage. The Government has determined that soliciting competition is not advantageous, and any response to this notice must demonstrate clear and convincing evidence that competition would benefit the Government. Responses are due by March 1, 2013, via email to the contracting officer, but any received information will strictly inform future market research rather than affect the current procurement. The contract award will comply with FAR Part 13 provisions for simplified acquisitions, and the Government will not cover any costs incurred in responding to this notice. Questions about the announcement are directed to Valarie Reinholz via email.

Full Description

This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Friday March 1, 2013 by sending an e-mail to contact@example.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 1 Contracting and General Services intends to issue a sole source, firm-fixed price order to: AVISTA Corp DUNS: 007943764 NAICS: 221210 Natural Gas Distribution AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: Avista Utilities supplies all natural gas to the National Fish & Wildlife Forensics Laboratory. Simply put, this service is required to keep the National Fish and Wildlife Forensics Laboratory supplied with building heat and hot water for both laboratory use and personal hygiene. The National Fish & Wildlife Forensic Laboratory exists of approximately 40,000 sq. feet and is a crime lab, providing service to multiple law enforcement agencies that submit evidence for analysis. Since the lab opened in 1988, Avista Utilities has been the only vendor to supply natural gas. This service is not provided by any other vendor and to remove the lab from such services would render the lab without essential heating and create an unhealthy environment. The cost of heating the lab and hot water use for 12 months is approximately $50,000 per year depending on actual usage. This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. Responses to this posting must be submitted in writing via email only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in responding to this notice. Direct any questions regarding this announcement to Valarie Reinholz via email at contact@example.gov

SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.
