DLA Distribution intends to award a firm-fixed-price purchase order for E-ZPass tolling services for DLA Distribution on a sole source basis to the Pennsylvania Turnpike Commission.  In accordance with FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. 



The Pennsylvania Turnpike Commission (PTC) is the designated state agency for E-ZPass accounts in Pennsylvania, where DLA Distribution’s Headquarters is located.  There are no alternate toll collection systems in states using E-ZPass.  There are no alternate state agencies administering E-ZPass in Pennsylvania other than the PTC.



Interested contractors may identify their interest and capability to respond to the requirement or submit proposals.  A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



The North American Industry Classification System (NAICS) code for this effort is 488490 with a small business size standard of $18.0M and PSC of V212.



This notice of intent is not a request for competitive proposals.  This synopsis is for informational purposes only.  A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website.



All responsible sources may respond by submitting qualifications/capabilities statement of the company by September 17th, 2026, at 3:00 p.m. EDT to Michael French, via email: michael.s.french@dla.mil for consideration by the agency.  If no affirmative responses are received, a purchase order will be awarded to the Pennsylvania Turnpike Commission using the procedures of FAR Part 12 with an anticipated award date of 9/18/2026.
