The Military Sealift Command intends to award a sole-source, firm-fixed-price contract to Northrop Grumman Systems Corporation for the Voyage Management System upgrade on the M/V C-Commando. This procurement, supporting the Special Missions Program Office, requires the contractor to provide all necessary software licenses, materials, and installation support. The acquisition is being conducted under FAR Part 12 using simplified acquisition procedures, with Northrop Grumman identified as the only viable source because they originated the system used by the US Navy and performed the initial installation on the vessel. The anticipated award date for this action is approximately September 25, 2012, under NAICS code 541511. While this notice serves as an intent to award rather than a request for proposals, the government allowed responsible sources to submit capability statements by September 21, 2012, to contest the sole-source determination. The final decision to proceed with a competitive procurement or maintain the sole-source award remains at the sole discretion of the government.
