THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price (FFP) contract to EDAX, LLC 5794 W Las Positas BLVD, Pleasanton California 94588-4083, United States. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for maintenance of two detectors: an energy dispersive spectrometer (EDS) and an electron backscatter diffractometer (EBSD). Both were manufactured by EDAX, LLC. A qualified service engineer will respond to calls from the NPS technical POC within one business day over the twelve-month period. The service engineer will diagnosis problems with the instrument that may arise during normal operations either over the telephone or in person, as necessary. Annual preventive maintenance will be performed including inspection of the equipment and calibration for optimum performance. Maintenance support should include support for the control PC and other support hardware and software (including EDAX TEAM) furnished by EDAX.

The EDS, EBSD detectors, and supporting hardware and software are manufactured by companies such as Bruker, Oxford Instruments, and EDAX. The instruments, however, are not compatible with each other in terms of hardware and software. The EDAX detectors are proprietary, this is both the instruments themselves as well as the communications boards that go into the support computer and the software used to control the detectors. A qualified EDAX technician is required to install software updates and to perform the calibrations required during annual servicing of the detectors. Technicians from Bruker and Oxford, though proficient, would not have the adequate experience with EDAX hardware and software to complete the necessary calibrations. No other vendor other than EDAX is capable of fulfilling this requirement in a manner that would ensure operational functions. The purchase of inadequate service would risk research and damage to the existing equipment which directly supports student and staff development. The purchase order will be paid for via the Wide Area Workflow (WAWF). Personnel cannot cancel or discontinue services until directed by the Government. The anticipated award date of this action is on or before 1 August 2026. The applicable North American Industry Classification System (NAICS) code is 811210 – Electronic and Precision Equipment Repair and Maintenance.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized vendor of these services. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.

Capability statements are due by 4:00 PM Pacific Standard Time (PST), July 22, 2026.  Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to Contract Specialist Brenna Bronder at the following email address at: brenna.m.bronder.civ@us.navy.mil

59--ELECTRONIC COMPONEN, IN REPAIR/MODIFICATION OFThe U.S. Navy’s Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, intends to award a sole-source contract to WARD LEONARD CT LLC for the repair of two electronic components identified by NSN 7H-5998-013160668-GL and part number 948E332G1, intended for the Sub Engineering Systems. This repair requirement is authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302 due to the exclusive status of the vendor as the Original Equipment Manufacturer, with no other sources capable of performing the repair without access to proprietary data or designs solely held by the contractor. The Government does not own the technical data rights necessary to obtain support from alternate suppliers, making this source the only viable option. Deliverables are to be shipped to W25G1U, W1A8 DLA Distribution in New Cumberland, Pennsylvania, with UID requirements and Buy American Act clauses applicable. The procurement will proceed under FAR Part 15 using negotiated procedures and will not follow commercial item acquisition policies under FAR Part 12. The solicitation, identified as N0010426QYABY, is anticipated to be released on July 31, 2026, with proposals due by August 31, 2026, and an award targeted for September 15, 2026. The contract duration will be one year, and all submissions must be made electronically via the Navy Electronic Commerce Online (NECO) portal; no hard copies or telephone inquiries will be accepted. While the notice initially indicated a Total Small Business Set-Aside, the contract data reflects that this classification is not accurate, and the procurement is not restricted to small businesses. All responsible parties may submit capability statements within 45 days of the synopsis publication for consideration, though no competitive solicitation is planned unless new evidence emerges that contradicts the sole-source justification. Interested vendors must contact Taylor Weidman at taylor.m.weidman2.civ@us.navy.mil to express capability, and all responses will be evaluated solely to determine whether competition is feasible.

AMENDMENT J065--SUPPORT SERVICES NEEDED FOR PATIENT LIFTS (ANNUAL INSPECTIONS) - WAVERLY GLEN CEILING LIFTS (VA-26-00035567) | August 1, 2026 - July 31, 2027 Plus Four Option YearsThis Request for Quote seeks commercially available support services for annual inspections of patient lifts at Waverly Glen, specifically for ceiling lift systems, under a contract period spanning August 1, 2026, through July 31, 2027, with four optional one-year extensions. The requirement is classified under NAICS code 811210 with a small business size standard of $19.5 million in annual revenue and is structured as a total small business set-aside, meaning only small businesses can compete. Vendors must submit comprehensive responses including company details, DUNS and CAGE codes, tax ID, certification of small business status, and whether they will perform the work directly or subcontract. A mandatory capability statement must demonstrate technical expertise and experience relevant to performing inspection services for patient lift systems. For Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses, strict subcontracting limitations apply: no more than 50% of the contract value may be paid to non-VIP-listed subcontractors, and vendors must comply with VA-specific clauses requiring certification and potential documentation of compliance. Pricing information may be requested solely for market research and will not factor into evaluation or award decisions. Responses are due by July 17, 2026, at 5:00 PM EST, and failure to submit the required subcontracting compliance certification will render a quote ineligible. The acquisition is managed by the Department of Veterans Affairs, Office of Contracting 5 in Linthicum, Maryland, with performance occurring in Washington, D.C., and all inquiries must be directed to the designated contracting specialist.

Department of War (DoW) Small Business Innovation Research (SBIR)/ Small Business Technology Transfer (STTR) Program Solicitations (Amd 01)The Department of War’s Fiscal Year 2026 SBIR/STTR Program Solicitation, amended by Amendment 01, outlines key updates to enhance program structure and streamline participation for small businesses. Notable changes include the formal integration of Discretionary Technical and Business Assistance (TABA) under Section 1.9, mandatory use of the SBA Company Registry in Section 2.2, revised submission protocols in Section 6.1, and the addition of a Direct to Phase II pathway for STTR proposals under Section 1.7. These amendments reflect the program’s reauthorization and aim to improve accessibility, compliance, and innovation delivery to the Warfighter. The solicitations cover four distinct pathways—SBIR and STTR Broad Agency Announcements and Commercial Solutions Openings—each designed to encourage technological innovation and commercialization within the defense industrial base. Topics are released monthly throughout FY2026, with pre-releases traditionally scheduled for the first Wednesday of each month, though the April release is delayed due to reauthorization timing and will resume normally in May. All opportunities are exclusively posted on the Defense SBIR/STTR Innovation Portal (DSIP), and proposers must consult the site for current topics, open and close dates, and submission requirements. To remain informed of any future updates, proposers are strongly advised to register for the DSIP Listserv. The program is structured as a total small business set-aside under NAICS code 541715, ensuring eligibility and focus on small businesses engaged in defense-related R&D.

INVITATION TO PARTICIPATE IN THE DEPARTMENT OF WAR DRONE OTA CONSORTIUMThe Department of Defense is inviting industry and academic partners to join the Department of War Drone Other Transaction Authority (OTA) Consortium, established under 10 U.S.C. § 4022 to accelerate the development and fielding of advanced drone technologies for warfighter needs. This consortium operates as a streamlined, non-traditional acquisition pathway that bypasses conventional procurement cycles by using a flexible, phased evaluation process centered on Requests for Whitepapers and Requests for Solutions. Participation is open to both traditional defense contractors and Non-Traditional Defense Contractors, with structured competition pools designed to enhance opportunities for Small Businesses and NDCs, while maintaining full and open competition for higher-value actions. Vendors must complete a formal application and sign the Consortium Vendor Agreement to gain access to exclusive solicitations and compete for prototype and production awards. Eligibility hinges on mandatory compliance with federal systems requirements, including a current Unique Entity Identifier and active registration in SAM.gov and Wide Area Work Flow, as well as strict adherence to export controls under the Arms Export Control Act, ITAR, and EAR, and CUI protection standards per NIST SP 800-171. The government may terminate participation for cause, such as security violations, or for inactivity if no whitepaper responses are submitted within a 12-month period. Solutions that are not immediately selected are retained in an electronic solution basket for up to three years, creating ongoing opportunities for rapid award if funding and requirements align. Evaluation follows a simplified three-phase process: initial solution brief, live or virtual demonstration, and finally a full technical and cost proposal. Awards are contingent on funding availability and successful negotiations, with intellectual property rights negotiated on a project-by-project basis, typically favoring Government Purpose Rights for prototypes. The place of performance is Redstone Arsenal, Alabama, and all administrative and invoicing processes must be conducted through federally mandated systems. The Agreements Officer holds final authority over awards and administration, supported by SETA contractors and FFRDCs for technical advisory roles. Participation requires certification of responsibility, absence of debarment or suspension, compliance with export controls and security standards, and disclosure of any organizational conflicts of interest. This consortium provides a unique, long-term portal for innovation, with a deadline for enrollment set through May 28, 2031.
